Explain the purpose of the proposed project: * The North Carolina Department of Transportation is scheduled to replace Bridge #27 with a new bridge at the same location. The existing bridge is structurally deficient (scored 42.75 out of 100). The existing concrete bridge is 4 spans @ 40' each, for a total length of 160', and includes a concrete support in the middle of the river. The proposed bridge will be 3 spans — 1 @40'; 1 @95'; 1 @40' for an overall length of 175'. While the new bridge will have two in -stream supports, both will be on the edge of the river vs. in the middle of the river, as is the case with the existing bridge. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * An on -site detour bridge is proposed since this is a U.S. route with heavy traffic volumes. Rock causeways will be used to construct both the temporary and new bridge. The two causeways needed to build and take down the temporary bridge will be phased so only one causeway is in the river at a time, ensuring that less than 50 % of the river flow is blocked. In contrast, since both causeways needed for the new bridge supports are very small (since these supports are on the edge of the river), the contractor could install both at the same time and still block less than 50 % of the river flow. All proposed causeways are shown on the permit drawings. None of the causeways will include a fabric liner, as the stream bed is rocky and shallow, and the liner would likely rip up and wash downstream. While we typically use causeways to control turbidity when removing older bridge supports, in this case, we propose to remove the old/existing bridge supports without a causeway. While we will be able to remove the supports on each side of the river without putting equipment in the water, the middle bent may require a trackhoe to enter the river (assuming we can't reach this structure from the riverbank). The river is shallow (1-2' depth) and rocky at this location, which should allow for a trackhoe to track out into and back while minimizing the portion of the riverbed that will be disturbed (see photos). NCDOT will work closely with NCDWR during the middle support removal, and will ensure all equipment is clean of sediment and checked/monitored to ensure no petroleum leaks. We propose this method because removing the existing supports without a causeway will be more environmentally friendly by reducing the area that will be impacted and the duration of the impact (only a few hours). While instream sediments may be stirred up, the rocky nature of the river at this location, along with picking a worktime when flows are low, should result in only a short window of turbidity and this turbidity should only affect a short reach of stream. On the permit drawings, a "TS" hatching is shown for the entire river width under the existing bridge, to account for the trackhoe possibly entering the stream for the middle support removal. However, it should be noted that only a portion of this area will actually be impacted. As part of the project, two stormwater outlets will convey stormwater from the bridge and roadway to the Linville River, just upstream of the bridge. This will involve the placement of rip rap on the river bank where each ditch outlets, resulting in 14' of permanent impacts. 5. Jurisdictional Determinations 5a.
