A final copy of the permit is attached to this letter. This permit is issued pursuant to the requirements of the North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated December 6, 1983. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. It was noted during a review of the permit that the monitoring of influent at this facility is inappropriate and should be removed from the permit. To improve water quality in impaired streams and protect other waters from further degradation, the specific pollutant sources must be identified. At the present time, 66 mobile homes are connected to the WWTP facility. The existing permit contains a flow limitation of 0.010 MGD, which is more representative of current hydraulic flow. Facility is classified as a Class II facility. Residuals are currently disposed of via a septage hauler (Sigmon Environmental) who takes the residuals to CMUD McAlpine Creek WWTP for disposal. Region has requested that influent BOD and TSR be removed from the permit. Region has no other comments in reference to the permitted facility. A review of the permit file has indicated that an error was inadvertently made in the permit. Accordingly, we are forwarding herewith modifications to the subject permit to correct the error. These permit modifications are issued to delete influent sampling from the effluent page. Please find enclosed an amended effluent page which should be inserted into your permit. The old effluent page should be discarded. All other terms and conditions contained in the original permit remain unchanged and in full effect. These permit modifications are issued pursuant to the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency. The area is generally rural and the receiving stream is primarily used for secondary recreation. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS a. Volume of Wastewater: 0.025 MGD (Design Capacity) b. What is the current permitted capacity: P.010 MGD (see Part IV below). C. Actual treatment capacity (current design capacity): 0.025 MGD. d. Description of existing or substantially constructed WWT facilities: The existing W WT facilities consist of a bar screen, an aeration basin (diffused), a clarifier, a V- notch weir, a gravel filtration tank, chlorine contact tank with tablet chlorination, and three (3) non -aerated sludge holding tanks. e. Description of proposed treatment facilities: There are no proposed W WT facilities. f. Possible toxic impacts to surface waters: Chlorine is added during the treatment process. 2. Residuals handling and Disposal Scheme: Residuals are currently disposed of via a septage hauler (Sigmon Environmental) who takes the residuals to CMUD's McAlpine Creek WWTP for disposal. 3. No AQ or GW concerns nor are hazardous materials utilized at this facility. tt 1 Page Three PART IV - EVALUATION AND RECOMMENDATIONS The existing WWT facility serving the Seven Cedars Mobile Home Park has a design capacity of 0.025 MGD which would allow the connection of approximately 100 2-bedroom mobile homes. At the present time, 66 mobile homes are connected to the WWT facility. The Permit, however, contains a flow limitation of 0.010 MGD, which is more representative of current hydraulic flow. The Permit also contains influent monitoring for BOD and TSR. The collection of this data is considered unnecessary since the data provides little, if any benefit in the day -today operation of the W WTP. It is recommended that the influent monitoring of the aforementioned parameters be removed at Permit reissuance. _ The permittee proposes no other changes and/or modifications to the Permit at this time.
