On December 6, 1994, the Division of Environmental Management issued NPDES Permit No.
NC0004618 to Alamac Knit Fabrics. The original permit cover sheet did not identify Jacob
Swamp as the receiving waters for outfall 002. Also, the supplement to the cover sheet did not list
the types of wastewater discharged at outfall 001. These have been corrected. Please insert the
enclosed sheets and discard the old sheets. This permit modification becomes effective
immediately.
All other terms and conditions in the original permit remain unchanged and in full effect.
These modifications are issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated December 6, 1983.
If any parts contained in this correction are unacceptable to you, you have the right to an
adjudicatory hearing upon written request within thirty (30) days following receipt of this letter.
This request must be in the form of a written petition, conforming to Chapter 150B of the North
Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office
Drawer 11666, Raleigh, North Carolina 27604. Unless such demand is made, this decision shall
be final and binding.

TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1,
other lawful standards and regulations promulgated and adopted by the North Carolina
Environmental Management Commission, and the Federal Water Pollution Control Act, as
amended,
Alamac Knit Fabrics, Inc.
is hereby authorized to discharge wastewater from a facility located at
Lumberton Plant
South Chestnut Street Extension
Robeson County
to receiving waters designated as the Lumber River (outfall 001), and as Jacob Swamp (outfall 002)
in the Lumber River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in
Parts I, II, and III hereof.
This permit shall become effective January 23, 1995
This permit and authorization to discharge shall expire at midnight on November 30, 1999.

SUPPLEMENT TO PERMIT COVER SHEET
Alamac Knit Fabrics, Inc.
is hereby authorized to:
1. Continue to operate the existing 2.5 MGD wastewater treatment facility
consisting of a 2.25 MG aeration basin, dual clarifiers, a polishing pond, and a
wire belt filter press sludge dewatering unit located at the Lumberton Facility,
on South Chestnut Street Extension, Robeson County (See Part III of this
Permit) and discharge sanitary wastewater, process wastewater, non -contact and
once -through cooling water from said treatment works at the location specified
on the attached map (001) into the Lumber River which is classified Class C-
Swamp waters in the Lumber River Basin.
2. Continue the discharge of 0.06 MGD of filter backwash (002) into Jacob
Swamp, which is classified as Class C-Swamp waters in the Lumber River
Basin.

Kitty, Dave received your memo re: the elimination of Fecal Coliform
monitoring at the Alamac Knits facility in Robeson County. He doesn't have
any problems with it, based on your recommendation.
However, has Alamac sent in their modification request yet? If not, they need
to send us a letter asking for the modification and a $100 fee. We can do the
mod in short order once those are received. Dave wanted me to ask you if they
had submitted a mod + fee before I called them about it.
If they have, great. I'll process it when it arrives.
If not, I can call them about it.
