Everything looks good except for a few small issues: Please correct the following: - Part E5 of the ATC Application: o Total Property Area —The project area for this modification should cover the entire project area (30.4 ac, shown in square feet) not just the portion of the project subject to this modification. The way that this will work from a permitting standpoint is that this ATC (SWA000142) will replace the existing permit and cover both the wet ponds and low -density area so it needs to cover everything that the original permit (SW6210505) covered. o Total Project Area — Similar to the Total Property Area, the Total Project Area must include everything covered by the original permit. This value should be 30.4 ac shown in square feet. o BUA Associated with Existing Development — Existing BUA is BUA that existed on -site prior to the stormwater rules taking effect in this part of the State. Per the original permit (SW6210505), this value was zero sf so that value should be used here too. o Proposed New BUA — This value would be equal to the net increase in BUA that will be located within the project area. Per my calculations, it looks like this value would be 220,423 sf (183,374 sf associated with the original permit and 37,049 sf added through this modification). Please let me know if this assumption is incorrect. o Project Density —The project density would be calculated based on the revised Proposed New BUA (220,423 sf) and the revised Total Project Area (30.4 ac) and would be approximately 16.6% Please provide the following: - 2x hard copies & 1x electronic copy of the revised page of the ATC Application. At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items within 30 calendar days (by close of business on 4/15/2022) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete. - 2x hard copies of a full-sized plan sheet showing the following: o Locations of SCMs within the project. This item is required per Item F4 of the Application and 15A NCAC 02H .1043(3)(f). Since the original project was permitted as a high -density project, this modification will need to be handled as a high -density project (requiring the new BUA associated with this modification to be treated in a primary SCM) or as a pocket of low -density within an otherwise high -density project (if applicable per 15A NCAC 02H .1003(1)(d)). If you are pursuing the low -density pocket option, please explain that this is what you are planning on doing, which of the three criteria in .1003(1)(d) are being met, indicate the low -density area on the plans, and provide %BUA calculations for the low -density area (similar to the project area calculation shown in Item E5). NOTE: The low -density area cannot include any portions of the drainage areas to the wet ponds. o Location of on -site surface waters and vegetated setbacks. This item is required per Item F4 of the Application and 15A NCAC 02H .1043(3)(f). the Application indicates 2,127 sf of on -site surface water. Please show this on the plans and include the required 30 ft vegetated setback from it. NOTE: This is an administrative completeness review, not a detailed engineering review. The following items were noted during this review, but are not required for administrative completeness: - "Existing BUA" is BUA that existed on -site prior to the applicable post -construction stormwater rules taking effect in an area not previously permitted BUA (The original permit information did not indicate any existing BUA associated with this project). - The electronic files that we have for permit SW6210505 do not appear to include the originally approved drainage areas to the wet ponds. If you could provide these plans, it would help with the review. If these items are received within the stipulated timeframe, we can accept the project and begin the review process. Once accepted, reviews under the standard permitting process generally take 45 calendar days, but can take up to 90 calendar days per statute (one of our two reviewer positions is currently vacant so this review may exceed 45 days).
