Good Morning,
The Division of Energy, Mineral, and Land Resources (DEMLR), received a complete Stormwater Management Permit
Fast -Track Final Application for the subject project on March 31, 2022. Staff review of the plans and specifications has
determined that the project complies with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000 - 1062 rules.
We are forwarding Permit No. SW5220302, dated May 4, 2022, for the operation and maintenance of the subject
project and the stormwater system. This permit shall be effective from the date of issuance and shall be subject to the
conditions and limitations as specified therein, and does not supersede any other agency permits that may be required.
With the issuance of this final fast track permit, SW5220302, the Fast Track Authorization to Construct permit approved
under SWA000073 is no longer required and has been rescinded effective May 4, 2022.
The original signed permit package is being mailed to the permittee, LTC Rodney D. Newton, at the following address

We received your application for a final Fast -Track post -construction stormwater permit on 3/14/2022. At this time, the
submission is not administratively complete and cannot be accepted for review in its current condition. Please provide
the following submittal items within 30 calendar days (by close of business on 4/20/2022) so that we may accept the
project and begin the review process, otherwise, the project will be returned as administratively incomplete.
1x hard copy of the project narrative. This item is required per Section VI, 5 of the Application.
2x hard copies of a full-sized plan sheet showing the following:
o We require 2x hard copies of the plans. Only a single full sized hard copy of the plans was provided. This
item is required per Section VI, 8 of the Application, NOTE: You can remove the extraneous sheets from
the plan set (such as the electrical plans and any other plans not directly related to the post -
construction stormwater review).
o Wetland delineation for the site or a note on the plans that there are no wetlands located on -site. This
item is required per Section VI, 8m of the Application. Please also list the name of the individual that
made this determination on the plans.
o Drainage area delineation to the bioretention cell. This item is required per Section VI, 8o of the
Application.
NOTE: This is an administrative completeness review, not a detailed engineering review. The following items were noted
during this review, but do not need to be addressed for this submission to be administratively complete and accepted
for review (but these issues, and possibly others, will probably be brough up during the engineering review):
- The As -Built Designer's Certification for General MDCs indicates that the side slopes of the SCM are steeper than
3:1(Side Slopes Section, Item 1), but no explanation is provided at the end of the form.
NOTE: Please reach out to either myself (I drive right by this facility as part of my daily commute) or the Raleigh Regional
Office to schedule an inspection of the site in accordance with 15A NCAC 02H .1044(4). Per 15A NCAC 02H .1044(5), you
have 30 calendar days to provide this information. The Division will have 40 calendar days after receiving the complete
submittal package or 30 days after the site inspection (whichever is later) to complete the review.
