Dear Mr. Ballard:
The final plans and specifications for the subject project have been reviewed
and have been found to be satisfactory. Authorization is hereby granted for the
construction of 0.75 MGD activated sludge type wastewater treatment facilities
plant, consisting of influent pumping, equalization, lime, ferric chloride and
polymer feed and storage facilities, primary clarifier, aeration tank, secondary
clarifier, dual tertiary filters, chlorine contact tank, effluent pumping, flow
measurement and recording devices, approximately 2,040 lineal feet of 10-inch DI
force main, and approximately 6,200 lineal feet of 12-inch gravity sewer, with
said facilities installed for parallel operation with the existing 0.5 mgd activated
sludge treatment facilities.
This Authorization to Construct shall be subject to revocation unless the waste-
water treatment facilities are constructed in accordance with the conditions and
limitations specified in Permit No. NC0004685.
This Authorization to Construct shall be subject to revocation if wastewaters
are generated from the proposed manufacturing process addition (5th loop) prior to
approval by the Division of Environmental Management of the proposed sludge dewater-
ing system and sludge landfill.
This Authorization to Construct does not in any way modify the effluent limits
contained in the NPDES Permit No. NC0004685.

Also, enclosed is a copy of WPC Form #50 "Cost of Wastewater Treatment Works."
This form is to be completed and returned to this office within thirty (30) days
after the project is completed.
Two (2) sets of approved plans and specifications are being returned to you.
