Good Morning IRT,
On November 17, 2022, Res Aster, LLC provided us with the Draft Umbrella Mitigation Banking Instrument for the
establishment of the RES Cape Fear 04 Umbrella Mitigation Bank, and the Draft Mitigation Plan for the Newman Ranch
Site, which is the first site to be established as part of the UMB. The Action ID for the bank and this site is SAW-2020-
01123. The site is located in Harnett County, NC, in the Cape Fear River Basin (8-digit HUC: 03030004). This email
provides notification for the start of the NCIRT review period for the Draft Mitigation Plan in accordance with Section
332.8(d)(7) of the Mitigation Rule. The 30-day review period will begin 5 days from the date of this email. The draft
mitigation plan can be found on the RIBITs website at the following link:

30-Day IRT Review Start: December 20, 2022
30-Day IRT Comment Deadline: January 19, 2023

Please note that the IRT conducted an initial site review on September 2, 2020, and we provided the initial evaluation
letter to Res Aster, LLC on February 11, 2022.
