Please find attached the MY2 Credit Release letter for the RES Yadkin 01 Umbrella Mitigation Bank: Scout Mitigation Site
(SAW-2017-01469). As requested, 10% credit is being released for satisfying the fourth (MY2) release requirement
pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish the RES Yadkin 01 Umbrella
Mitigation Bank, signed by USACE on November 25, 2019, and the Scout Final Mitigation Plan, dated August 2019. In
accordance with the plan, 291.8 stream mitigation units (SMU's) are now available for the Scout Mitigation Site.
With the MY2 review by the IRT and subsequent credit release completed, please move forward with providing the
appropriate bond for the monitoring phase of the project as approved in the Scout final mitigation plan/UMBI. This
involves releasing the MY2 Performance Bond No. SUR0069926. As reported by RES, the revised penal sum at Year 2
credit release should be $83,495.71 per the bond reduction schedule for a reduction amount of $16,699.14.
