The 30.5-acre Twiman Mitigation Site is part of the RES Yadkin 01 Umbrella Mitigation Bank, located approximately two miles southeast of Booneville, in Yadkin County, North Carolina. An easement change after final plan approval, reduced the project by 178 linear feet or 35.933 Stream Mitigation Units (SMU's), bringing the total stream restoration and enhancement potential for the project to 5,812.067 warm SMU's along seven unnamed tributaries that drain to North Deep Creek in the Upper Yadkin Watershed of the Upper Pee Dee River Basin (03040101). The purpose of this letter is to confirm the MY2 release of credits for this mitigation site. Pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish the RES Yadkin 01 Umbrella Mitigation Bank, approved December 4, 2019; and the site -specific Twiman Final Mitigation Plan dated August 2019, ten percent (10%) of the mitigation site's total restoration and enhancement credits shall be available for sale after submittal of the MY2 monitoring report, provided the channel is stable and upon completion of the required tasks pursuant to the Mitigation Plan. By copy of this correspondence, we confirm that you have satisfied the above requirements for the third credit release for all parcels within the bank; and 581.207 SMU's constituting 10% of the mitigation site's total restoration and enhancement credits are now available for sale. Although the IRT did not visit this site as part of the MY2 evaluation, we have reviewed the Year 2 Monitoring Report and offered the following comments. Erin Davis (NCDWR) comments: 1. DWR appreciates the update on the proposed NCDOT encroachment. 2. We support the addition of buttonbush to the approved site plant list. Is it possible moving forward to add a note to Table 5 listing additional supplemental plant species so all approved species can be found in a single place? (This question/request is for all bank site monitoring reports.) 3. DWR is glad that low species diversity is on your radar because we are concerned with the veg plots reporting only 2-3 species. DWR is not requesting a site visit. We support the proposed credit release. Steve Kichefski (USACE) comments: 4. Concur with DWR comment regarding increasing species diversity. Consider this with the proposed 2022 supplemental planting. 5. Please continue to track the progress of repair areas and previous IRT comments through future monitoring reports. RES has requested an M&M bond reduction for SUR0069944. The revised penal sum at Year 2 credit release should be $150,310 per the bond reduction schedule for a reduction amount of $25,052. We concur with the bond reduction according to the schedule approved with the final mitigation plan. Thank you for your time and cooperation.
