Re: MY2 credit release of the RES Yadkin 01 Umbrella Mitigation Banking Instrument and
Compass Point Mitigation Site

Dear Mr. Medric:
This correspondence is in reference to the Monitoring Year 2 (MY2) Report dated
August 30, 2022, submitted in support of your request for the fourth credit release for the
Compass Point Mitigation Site. The Compass point Mitigation Site is part of the RES Yadkin 01
Umbrella Mitigation Bank, located west of Pulliam Road, approximately 4.5 miles northeast of
Booneville, in Yadkin County, North Carolina. The purpose of this letter is to confirm the MY2
release of credits for this mitigation site.
Pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish
the RES Yadkin 01 Umbrella Mitigation Bank, approved December 4, 2019; and the site -specific
Compass Point Final Mitigation Plan dated August 2019, ten percent (10%) of the mitigation
site's total restoration and enhancement credits shall be available for sale immediately upon
completion of the required tasks pursuant to the Mitigation Plan.
By copy of this correspondence, we confirm that you have satisfied the above
requirements for the MY2 credit release for all parcels within the bank; and 415.5 SMU's
constituting 10% of the mitigation site's total restoration and enhancement credits are now
available for sale. Including this credit release, 2,077.5 SMU's have now been released for the
Compass Point Mitigation Site which totals, 50% of the 4,155 total credits approved for release,
as detailed in the approved final mitigation plan and revised in the As -Built Report.
The NCIRT provided the following comment in response to the MY2 report review.
These include:
1. Please continue to track previous/ongoing project comments/concerns as separate
bullets throughout the monitoring period.
2. When addressing supplemental planting during this dormant season, consider the
opportunity for increasing species diversity as mentioned in previous comments.
3. Thank you for providing the photo station and updated description of culvert substrate
and stability. In future photos, please try to capture the culvert outlet in a way to help
show the substrate/stability.
4. Is a mid -channel bar forming at Cross Section 14?
5. Table 11 shows 320 maximum consecutive days of flow for DWI -A, yet the
hydrograph on the next page shows 221 days of consecutive flow, please clarify?
