Please find attached the MY2 Credit Release letter for the RES Yadkin 01 Umbrella Mitigation Bank: Compass Point
Mitigation Site (SAW-2017-01465). As requested, 10% credit is being released for satisfying the third release
requirements pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish the RES Yadkin 01
Umbrella Mitigation Bank, signed by USACE on November 25, 2019, and the Compass Point Final Mitigation Plan, dated
August 2019. In accordance with the plan as adjusted by the As -Built Baseline Report, 415.5 stream mitigation units are
now available for the Compass Point Mitigation Site.
RES has requested an M&M bond reduction for SUR0063561. Since they did not reduce the bond at Year 1 credit
release, the revised penal sum at Year 2 credit release should be $112,665 per the bond reduction schedule for a
reduction amount of $43,814. We concur with the bond reduction according to the approved schedule.
