Dear Mr. Medric:
This correspondence is in reference to the Monitoring Year 2 (MY2) Report dated
August 30, 2022, submitted in support of your request for the fourth credit release for the Gideon
Mitigation Site. The Gideon Mitigation Site is part of the RES Yadkin 01 Umbrella Mitigation
Bank, located east of the terminus of Ed Nixon Road, approximately ten miles north of Elkin and
seven miles west of Dobson in Surry County, North Carolina. The purpose of this letter is to
confirm the MY2 release of credits for this mitigation site.
Pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish
the RES Yadkin 01 Umbrella Mitigation Bank, approved December 4, 2019; and the site -specific
Gideon Final Mitigation Plan dated August 2019, ten percent (10%) of the mitigation site's total
restoration and enhancement credits shall be available for sale immediately upon completion of
the required tasks pursuant to the Mitigation Plan.
By copy of this correspondence, we confirm that you have satisfied the above
requirements for the MY2 credit release for all parcels within the bank; and 291.13 SMU's
constituting 10% of the mitigation site's total restoration and enhancement credits are now
available for sale. Including this credit release, 50% of the 2,962 total credits for the Gideon
Mitigation Site have now been released, as detailed in the approved final mitigation plan and
revised in the As -Built Report.
Although the IRT did not visit this site as part of the MY2 evaluation, we have reviewed
the Year 2 Monitoring Report and offered the following comments, which should be addressed
during next year's monitoring review:
Erin Davis (NCDWR) comments:

1. Please include photos of the 2022 headcut repairs in the MY3 report. DWR is
concerned that haybale placement on the bank may be only a temporary fix/band-aid.
2. DWR appreciated the level of detail provided in the narrative, CCPV callouts and
graphs.
DWR is not requesting a site visit. We support the proposed credit release.
Todd Tugwell (USACE) comments:
1. I was unable to find the current credit release schedule/timeline or current ledger in
your submission. Please be sure to include these documents for all projects in the
future as they are critical to our review and tracking of your project.
