Dear Mr. Gorham:
Enclosed is a report for the inspection performed on May 31, 2017 by Anna Ostendorff. No Findings are
cited in this report, a response is not required. We appreciate the fine job you and your staff are doing.
As a Certification requirement, your laboratory must continue to carry out the requirements set forth in
15A NCAC 21-1.0800.
A copy of the laboratory's Certified Parameter List at the time of the audit is attached. This list will reflect
any changes made during the audit. Copies of the checklists completed during the inspection may be

INTRODUCTION:
This laboratory was inspected by a representative of the North Carolina Wastewater/Groundwater
Laboratory Certification (NC WW/GW LC) program to verify its compliance with the requirements
of 15A NCAC 2H .0800 for the analysis of environmental samples.
GENERAL COMMENTS:
The laboratory was neat, exceptionally well organized and records were easily retrievable. The
benchsheets are well designed, easy to follow and concise. The staff was forthcoming and
knowledgeable.
The laboratory supervisor, Tony Gorham, is employed by SUEZ North America and is also the
laboratory supervisor for the Town of Scotland Neck (Certification # 5261). The Town of Scotland
Neck laboratory was inspected June 15, 2016, and the changes made in response to that
inspection were also implemented at the Town of Enfield. The laboratory is commended for
applying the applicable corrections proactively.
All required Proficiency Testing (PT) samples for the 2017 PT calendar year have not yet been
analyzed. The laboratory is reminded that results must be received by this office directly from the
vendor by September 30, 2017.
Contracted analyses are performed by Environment 1, Inc. (Certification # 10).
Current Quality Assurance Policies for Field Laboratories and Approved Procedure documents
for the analysis of the facility's currently certified Field Parameters were provided at the time of
the inspection.
III. FINDINGS, REQUIREMENTS, COMMENTS AND RECOMMENDATIONS:
No Findings were noted.

IV. PAPER TRAIL INVESTIGATION:
The paper trail consisted of comparing original records (e.g., laboratory benchsheets, logbooks,
etc.) and contract lab reports to electronic Discharge Monitoring Reports (eDMRs) submitted to
the North Carolina Division of Water Resources. Data were reviewed for the Town of Enfield
WWTP (NPDES permit # NC0025402) for February, May and September 2016. The facility has
a system of peer review in place and appears to be doing a good job of accurately transcribing
data. However, there was one instance where the contract lab data for BOD, TSS, Fecal
Coliform and Ammonia analyses for three consecutive days were reported a day later than
analyzed. The analyst relayed this is an issue that sometimes happens when using the eDMR
entry form. Tom Moore, the eDMR coordinator, was consulted by email on June 16, 2016. He is
aware that this issue sometimes occurs with an error in the template formatting and offered to
assist the laboratory. His contact information was provided to the laboratory staff.
In order to avoid questions of legality, it is recommended that you contact the appropriate
Regional Office for guidance as to whether an amended eDMR will be required. A copy of this
report will be made available to the Regional Office.
V. CONCLUSIONS:
No Findings were noted during the inspection. The inspector would like to thank the staff for
their assistance during the inspection and data review process. No response is required.
