Subject: Drop Request - Industrial User Permit #0026 Hitachi Metals North Carolina, Ltd.
Dear Mr. Montebello:
Production at the subject facility ceased on September 30, 2022 and all process wastewater
production equipment has been removed from the facility. We request that this permit be
dropped from the SIU List.
A copy of the final inspection and the rescission letter to Hitachi Metals are enclosed with this
letter.

Subject: Pretreatment Industrial User Permit # 0026
Hitachi Metals North Carolina, Ltd (China Grove Facility)
Dear Mr. Moore:
The subject Pretreatment Permit was requested by Hitachi Metals, in an e-mail dated December 20,
2022, to be rescinded. The reason for the rescission is permanent shut down of operations at your
facility on or before September 30, 2022.
This office conducted a final inspection of the subject facility on December 22, 2022. The inspection
findings confirmed the subject facility is no longer a Significant Industrial User (inspection report
attached).
On and after this date, all sewer discharges from this facility will be regulated by the City of Salisbury's
Sewer Use Ordinance. Please notify this office if the facility has a change in operating status so that the
facility can be re-evaluated to determine if the facility is subject to the City's Pretreatment Program.
We appreciate the long and positive relationship that transpired between Hitachi Metals and the City of
Salisbury. We wish you the very best of luck in your future endeavors.

COMMENTS: IU has announced that they will be permanently closing facility and all production stopped officially on
September 18, 2022. Final Inspection of facility conducted December 22, 2022 verifying facility is no longer
considered a SIU. Final removal of all manufacturing and pretreatment equipment has been completed.

7. When is the production area cleaned? IU is in final stages of completing cleanup of the area once used for production. All clean-up
wastewater is being captured by vacuum trucks and properly disposed of. This cleanup wastewater is not being discharged to the POTW.
PT observed this cleanup effort during final inspection.
8. Is the wastewater from cleaning the production area discharged to the POTW? NO
9. What non -process wastewaters are discharged to POTW?
Domestic only. All cooling towers have been drained as part of the facility closure procedures
Part 11, Section A. Comments: IU is in final stages of completing cleanup of the area once used jar production. All clean-up wastewater is
being captured by vacuum trucks and properly disposed of. This cleanup wastewater is not being discharged to the POTW.
PT observed this cleanup effort during final inspection.

INSPECTION RESULTS
Comments, Required or Recommended Actions
• All manufacturing equipment in facility has been demolished or removed. PT Final inspection verified. Photos have been taken of
empty facility (attached).
• Small amount of raw material was observed still on -site but placed in Building # 2 (which has no access to the City's collection
system. This material will be removed from site ASAP.
• Facility is now permanently closed and no longer discharging any process wastewater to the POTW.
• The process wastewater discharge was currently being regulated by the Industrial Users' Pretreatment Permit (#0026) during the final
phases of shut -down, IU has requested that the PT permit be rescinded.
• Observed during the inspection were personnel removing trash, vacuuming press pits in trucks, and conducting final housekeeping
duties of facility. All sump and press pits were observed empty and clean (see attached photos). All clean up material is being captured
and removed from facility.

Hitachi Metals North Carolina, Ltd wishes to rescind Industrial User Pretreatment
Permit #0026 as of December 20,2022. All production was completed on or
before September 30, 2022. With regret we previously inform you that we have
announced the closure of the Hitachi Metals North Carolina, Ltd. plant, so
therefore IUP is no longer needed. Final production process water clean up
was complete on 12/20/2022. We plan to leave buildings for future buyers and
all process equipment has now been dismantled or scrapped.
