Facility Summary
The Blowing Rock WWTP is a minor municipality serving the Town of Blowing Rock with no significant
industrial discharges and no pretreatment program. This facility has a design flow of 0.80 MGD and utilizes
the following treatment units:
• Bar screen
• Parallel fine screen
• Parallel grit removal
• Flow splitter
• Flow equalization basin
• Four (4) 200,000-gallon aeration basins
• Two (2) 50,000-gallon secondary clarifiers
• Two (2) RAS/WAS pump stations
• Gas chlorination
• Chlorine contact basin
• Liquid dechlorination (Sodium metabisulfite)
• Reaeration
• Aerobic digester sludge holding tank
• Effluent flow meter
Along with being classified as Water Supply IV, the Middle Fork S Fork New River has a "+" stream
classification, which is a special designation that identifies the waters as being subject to a special
management strategy. This strategy is specified in the Outstanding Resource Waters (ORW) rule (15A
NCAC 02B .0225) and applies to New or Expanding discharges in the New River Basin, so it is not
applicable for the issuance of this permit renewal. If the Town of Blowing Rock ever applied for an

expansion of flow for the Blowing Rock WWTP or applied for a new discharge permit within the New
River Basin, the ORW requirements would need to be met.
Renewal Summary
This renewal contains the following changes:
• Added Ammonia Nitrogen limits in the effluent table in Section A. (1.) based on the state's revised
ammonia criteria. Previously, some 100% domestic discharges were allowed to choose an effluent
toxicity test instead of an ammonia limit, which appears to be the case for Blowing Rock WWTP
after a review of the historical permit files. Based on input from EPA in program and permit
reviews, that option is no longer available. As these permits are received for renewal (or major
modification), NH3-N limits are being included in the permit in accordance with the revised
criteria. Ammonia limits of 2 mg/L (summer) and 4 mg/L (winter) were added based on BAT, to
remain consistent with the Division's 1999 ammonia policy for minor municipal facilities < 1
MGD, and the wasteload allocation spreadsheet.
• Added Section A. (2) Compliance Schedule for new Ammonia limits, as well as corresponding
footnote #5.
• Removed Chronic Toxicity monitoring from the effluent table in Section A. (1.) and the
corresponding footnote and permit condition (previously Section A. (2.)). See WET Testing section
below for justification.
• Updated Section A. (3.) and footnote #1 in Section A. (1.) to reflect current federal requirements for
Electronic Reporting of Discharge Monitoring Reports.
Compliance History
Blowing Rock WWTP has had no enforcements since 1994. The most recent inspection (July 2019) was a
follow-up after the previous two inspections (Nov 2018 and Feb 2019) found multiple compliance issues at
the plant, which resulted in Notices of Violation (NOV-2018-PC-0444 and NOV-2019-PC-0068,
respectively). The July 2019 inspection reported that all compliance issues had been fixed and the facility
was now back in compliance. Three additional NOVs have been issued during the last permit cycle for
toxicity limit violations, and three NODs for Dissolved Oxygen limit deficiencies and Fecal monitoring
frequency.
Whole Effluent Toxicity (WET) Testing
WET testing was originally required in this permit as Chronic quarterly toxicity limit [TGP3B] with
Ceriodaphnia dubia. This facility failed their January 2021 TOX test but has passed every other test
during the past four years (January 2018-April 2022). Based on a review of the permit file, the toxicity
testing was originally added to the permit in lieu of Ammonia Nitrogen limits, however following the
state's revised ammonia policy, toxicity testing is being removed and replaced with ammonia limits
instead.
Reasonable Potential Analysis (RPA)
A reasonable potential analysis was not performed as there are no monitored parameters to evaluate by a
RPA.

I have no comments for this permit. I concur with the issuance of this permit provided the facility is
operated and maintained properly, the stated effluent limits are met prior to discharge, and the
discharge does not contravene the designated water quality standards.

Notice of Intent to Issue a NPDES Wastewater Permit NC0027286 Blowing Rock WWTP
The North Carolina Environmental Management Commissinn propoccc to issue , rmDCs
wastewater discharge permit to the person(s) listed below. Written comments regarding
the proposed permit will be accepted until 30 days after the publish date of this notice. The
Director of the NC Division of Water Resources (DWR) may hold a public hearing should there
be a significant degree of public interest. Please mail comments and/or information requests
to DWR at the above address. Interested persons may visit the DWR at 512 N. Salisbury
Street, Raleigh, NC 27604 to review the information on file. Additional information on NPDES
permits and this notice may be found on our website: http://deq.nc.gov/about/divisions/
water-resources/water-resou rces-permits/wastewater-branch/n pdes-wastewater/pu bl ic-
notices,or by calling (919) 707-3601. The Town of Blowing Rock (P.O. Box 1444, Blowing Rock,
NC 28605) has applied for renewal of NPDES permit number NC0027286 for the Blowing
Rock WWTP in Watauga County. This permitted facility discharges treated wastewater to
the Middle Fork South Fork New River in the New River Basin. Fecal coliform, Total residual
chlorine, dissolved oxygen, and ammonia nitrogen are water quality limited, which may
affect future allocations in this portion of the New River Basin.
