NORTH CAROLINA Director Environmental Quality 1/6/2023 Via Electronic Mail (mikea@tworiversutilities.com) Mr. Mike Alexander Pretreatment Supervisor Two Rivers Utilities 3000 Old Spencer Mountain Rd Dallas, NC 28034 Subject: Pretreatment Review of Industrial User Pretreatment Permit Renewal Program: Town of Stanley Wastewater Treatment Plant: Long Creek WWTP Collection System Number: WQCS00180, Gaston County Dear Mr. Alexander: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) renewal submitted by the Town of Stanley (WQCS00180) for the following Significant Industrial User (SIU). The submission was received by the Division on November 30th, 2022. SIU # SIU NAME 006 Glatfelter Mt. Holly, LLC The review indicates that the IUP is adequate and meets the minimum requirements of 15A NCAC 2H .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained in the Division's database, has been updated accordingly. Regardless of approval action today, within 180 days of the effective date of any reissued or modified NPDES permit the permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating, or adding to the list of Significant Industrial Users (SIUs). Pursuant to 15A NCAC 2H .0907(b) either the Division or the permittee may initiate pretreatment program revisions. Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
