BACKGROUND AND PROJECT DESCRIPTION 1.1. Background Kimley-Horn and Associates, Inc. (KHA), on behalf of The Charlotte-Mecklenburg Hospital Authority, is redeveloping properties located at 801 South McDowell Street and 801, 900, 928, and 943 Baxter Street in Charlotte, North Carolina under the North Carolina Department of Environmental Quality (NCDEQ) Brownfields Program (No. 25032-21-060). These properties are adjacent to a Charlotte Water sanitary sewer construction zone on Baxter Street, South McDowell Street, and East Morehead Street. Construction of sanitary sewer lines by Charlotte Water necessitated a National Pollutant Discharge Elimination System (NPDES) permit for dewatering activities. This NPDES permit (NC0089923) provides for the collection, treatment, and discharge of treated groundwater accumulated during tunneling activities to the City of Charlotte's municipal separate storm sewer system (MS4). As the Charlotte Water site is directly adjacent to the KHA site, groundwater characteristics are anticipated to be identical, and installation of an equivalent treatment system is planned. Materials provided in the Charlotte Water NPDES permit application have therefore been utilized in this engineering alternatives analysis (EAA). According to materials provided in the Charlotte Water application, the properties appear to have existed as an urban area, generally developed with a mix of commercial, residential, and undeveloped parcels since 1929. Previous assessments indicate that two contaminant plumes have impacted soils and groundwater beneath Baxter Street related to historic dry-cleaning operations (chlorinated solvents) and underground storage tank releases. Investigations as early as 1997 have consistently detected several constituents above the Title 15A North Carolina Administrative Code (NCAC) Subchapter 02L.0202 groundwater standards (2L Standards): carbon tetrachloride (CT), tetrachloroethene (PCE), and trichloroethene (TCE). Civil & Environmental Consultants, Inc. (CEC) performed groundwater sampling in March 2019 and found that PCE levels in wells MW- 3s, MW-6, and MW-8s and toluene levels in well MW-5s have been higher than the 2L Standards and the Title 15A NCAC 02B surface water standards. Geosyntec conducted a groundwater investigation in August 2021 and June 2022 and found only PCE (MW-03D, MW-04D, MW-06, MW-08D, MW-09, MW-11, MW-13, and MW-15), TCE (MW-11), and carbon tetrachloride (MW-04D) above the 2L Standard at that time. The attached site plan, prepared by CEC for Charlotte Water (Appendix A), indicates the location of the monitoring wells in relation to the project location. Project Description The project will consist of the construction of a culverted surface water feature, micro- tunneling to provide for the installation of underground utilities, and the decommissioning of the existing culvert. Accumulated groundwater from trenches, access pits, and boreholes will be pumped out and treated before discharging into storm sewers currently under the responsibility of the City of Charlotte. The storm sewers are tributary to an unnamed tributary of Little Sugar Creek, part of the Sugar Creek Watershed. Appendix C includes a letter of approval for the discharge from the City of Charlotte. Dewatering and treatment activities are estimated to last approximately twelve (12) months. The collection, treatment, and discharge of treated groundwater will be terminated once construction activities performed below the groundwater table are completed. 1.3. Surface Water Conditions According to the existing Charlotte Water permit (NC0089923), Little Sugar Creek (Stream Segment 11-137-8) and its unnamed tributary (both part of the Catawba River Basin) are currently classified as Class C waters (fishable/swimmable). Little Sugar Creek is listed as impaired in North Carolina's 2022 Integrated Report.' The TMDL for Little Sugar Creek prepared in 2022 is 9.4x1012 cfu per 30 days and the TMDL indicates the bacteria levels exceeded a 400 cfu/100mL threshold four percent of the time.2 The turbidity standard is 50 nephelometric turbidity units (NTU), and the TMDL prepared in 2005 indicates that Little Sugar Creek exceeded the standard six percent of the time.3 The turbidity TMDL further states common practice is to apply impairment status to waters when the percent exceedance is greater than 10% and that development of a TMDL was an inappropriate management response and that the creek should be removed from Category 5 of the Water Quality Assessment and Impaired Waters List. The dissolved oxygen water quality standard includes a daily average of not less than 5.0 milligrams per liter (mg/L) and an instantaneous minimum of not less than 4.0 mg/L, as cited by a 1996 TMDL4 that determined dissolved oxygen limits for the point source discharges. Connection to Existing Wastewater Treatment System Chapter 23 of the City of Charlotte Sewer Use Ordinance at Section 23-79(b)(14) indicates that the municipal treatment plants owned and operated by the City do not accept groundwater discharges without specific authorization. Additionally, in preparation for the Charlotte Water Permit, CEC approached DART, a Charlotte-based company specialized in waste disposal, and they stated that disposal and treatment of groundwater would cost $0.40 per gallon. Based on the projected flow rate (a maximum of 0.144 million gallons per day) and anticipated duration of dewatering activities (approximately 12 months), this alternative would be cost-prohibitive, at approximately $21 million. 3.2. Land Application Due to the limited land available adjacent to the project site and setback requirements, land application and infiltration galleries are technically infeasible as wastewater disposal methods. Nearby properties are currently valued a $4 - 10 million per acre making these options cost-prohibitive. Property values from 2019 are included in Appendix D. 3.3. Water Reuse Reuse of the treated wastewater (e.g., for irrigation, toilet flushing, backwashing) is not an applicable alternative to the project site because the project will be under construction during the period of discharge,and therefore have no applicable options to reuse the water onsite. 3.4. Surface Water Discharge The utilization of a temporary, mobile treatment system is the most cost-effective alternative to provide treatment of the accumulated groundwater. KHA plans to utilize the HERIC Solutions, LLC. 100 GPM Mobile Treatment System. This system utilizes a weir tank separator for mass solids settling and removal along with multiple-stage particulate filtration. Metals are removed via ion exchange and carbon adsorption. A low-profile air stripper and pH adjustment are also included as part of the system. A line drawing of the system is included in Appendix E.
