Dear Chad,
Thank you for reviewing the White Oak Creek Crossing Subdivision Application. Below please find each of
DWR's comments received on 11115 followed by our responses in bold blue. As represented on the Existing
Conditions Plan, there are extensive environmental features on -site, including several man-made features. Please
note that we have largely designed to avoid and/or to minimize impacts to these features as required by DWR
and we have successfully limited our impacts to be within the allowed thresholds.
1. The plans submitted with the initial application submittal and the plans submitted by email on
October 5, 2022 are difficult to review. Please submit a plan set removing topographic lines,
tree lines and any other unnecessary information to make the plans more understandable.
Please provide a key showing the meaning of the various hatching and shading.
Please accept our apology. We have revised the plans to hopefully be more legible. We
have also included a legend for the existing wetlands and pond hatching and for the
various impacts hatching.
2. Please explain the purpose of wetland impact W-6. Why is it necessary to extend Oriole Drive
across the wetland?
As required by the Town of Angier with our Planned Unit Development approval, and as
a general subdivision requirement by emergency services reviewers, we are providing a
means of access to the neighboring property to the north. We are reconfiguring the
existing feature to pass to the north of the proposed buildings and through a culvert
underneath the proposed roadway.
This Office believes that the wetland impact labeled on the plans as W-2 can be moved or
reconfigured to avoid the impacts to the wetland. Please explain the purpose of wetland
impact W-2. Please revise the plans to avoid the impacts or provide a detailed explanation of
why this plan for the activity cannot be practically accomplished, reduced or reconfigured to
avoid impacts.
The Impact labeled as W-2 was previously shown as grading in the vicinity of an existing,
partially clogged drainage pipe. We are proposing to replace this pipe and to regrade in
the vicinity. As recommended, we were able to revise grading in this area in order to
minimize the impact labeled as W-2.

4. This Office believes that the wetland impact labeled on the plans as W-5 can be moved or
reconfigured to avoid or minimize the impacts to the wetland. Specifically, why can't the
buildings shown on the plans be relocated northward to avoid or minimize the impact to the
wetland. Please revise the plans to avoid the impacts or provide a detailed explanation of why
this plan for the activity cannot be practically accomplished, reduced or reconfigured to avoid
impacts.
The portion of wetland to be impacted with the White Oak Creek Crossing project will be
left isolated following the development of the NC 55 Bypass. We feel it is reasonable to
remove this wetland feature, consolidate our built upon area as shown and focus our
design on preserving the continuous natural features that will remain on the site
following construction of the Bypass.
5. Please provide a detailed engineering plan, profile view, and cross-section of all
proposed culverts. These drawings must include details regarding stream alignment in relation
to pipe alignment, pipe slope, pipe burial, and dissipater pad. [15A NCAC 02H .0502(b)]
We have added detailed wetland impact sheets with this submittal and we have included
profiles and cross -sections as required.
6. All culverts must be placed below the elevation of the stream bed by one foot for all
culverts with a diameter greater than 48 inches and 20 percent of the culvert diameter
for culverts having a diameter less than 48 inches." Please revise your plans to meet
this Condition or request an exemption from this Condition and provide justification for the
exemption request. [15A NCAC 02H .0506(b)(2) and .0502(b)]
We have revised the plans to meet this condition
7. Please provide a detail showing the proper installation (below the streambed elevation) of any
riprap pad at the culvert outlets. [15A NCAC 02H .0502(b)]
We have added a details sheet with the required details to the plans.
8. All work conducted in streams must be done "in the dry". Therefore, dewatering methods will
be necessary to temporarily dewater the stream channel during pipe installation. Please
provide a construction sequence that details the method of dewatering to be utilized at the site
and the sequence of construction events to be followed to ensure compliance with this
condition. In addition, please ensure that the location of the temporary impacts are shown on
the construction drawings and clearly indicated in the revised impact table. [15A NCAC 02H
.0502(b)(3)]
We have added the required construction sequence and details to the plans.
