Subject: Certification of Compliance
with Stormwater Regulations
Stormwater Project No. 900910
Carolina OB-GYN
New Hanover County
Dear Dr. Bunn:
This Certification is pursuant to the application for
Carolina ON-GYN received on September 25, 1990, with additional
information received on October 25, 1990. Based on our review of
the project plans and specifications, we have determined that the
stormwater control system complies with the Stormwater
Regulations set forth in Title 15A NCAC 2H.1003(i).
The runoff will be treated in two detention ponds which are
sized to achieve 90% reduction in Total Suspended Solids. The
detention pond for Tract II has been designed with volume
sufficient to receive the first inch of runoff from a built out
potential of 95% of the Tract. A revised plan must be provided
and a revised Certification of Compliance issued by the Division
of Environmental Management prior to development of Tract II.
This Certification shall be effective from the date of
issuance until rescinded. The project shall be constructed and
maintained in accordance with the final plans and specifications
approved by the Wilmington Regional Office.
A professional engineer must certify that the stormwater
system has been installed in accordance with the approved plans
and specifications. The attached certification should be
received by this Office within 30 days of completion of
construction.

Yes No The design storage is for the runoff from all
impervious surfaces resulting from 1-inch of
rainfall and is located above the permanent
pool.
Yes No The permanent pool is designed for 90% TSS
removal. Therefore, no vegetative filter is
required.
Yes No The runoff completely draws down to the
permanent pool in 5 days, but not less than 2
days.
Yes No The mean depth of the permanent pool is a
minimum of 3 feet.
Yes No The inlet structure is designed to minimize
turbulence and short circuiting.
Yes No An appropriate operation and maintenance plan
has been provided for the system.

Prior to development of Tract II, a revised set of plans must be
provided and a revised Certification of Compliance issued by the
Division of Environmental Management. The runoff from Tract II
will be routed to a detention pond which has been sized to
receive the first inch of runoff resulting from 95% coverage of
built upon surfaces.
