Dear Mr. Norris:
The Wilmington Regional Office received a Stormwater submittal
for the Carolina OB GYN on September 25, 1990. A preliminary
review has determined that the submittal for the subject project
is not complete. The following information is needed to continue
our review:
As Tract II is less than 1 acre, it is considered an
outparcel by this Office. Therefore, either restrictive
covenants are needed or Tract II must be included in the sizing
of the detention pond. Per the Third Directive (copy attached)
the detention pond sizing would account for the ultimate
build -out potential (i.e. 100% impervious coverage), thus, the
detention pond is undersized as it is now designed.
✓ 2. The Professional Engineer stamp on the plans must be
signed and dated.
/ 3. A vicinity map is requested.

This office has reviewed the subject sedimentation and. erosion
control plan. We find the plan to be acceptable. HOWEVER; ,THIS
IS NOT A GRADING PERMIT.
Please be advised that a copy of the approved soil erosion plan
and a copy of issued grading permit must be available at all
times at the site.
New Hanover County's Soil Erosion and Sedimentation control
program is performance oriented. Requiring protection of the
natural resources and adjoining properties. If following the
commencement of the project it is determined that the plan is
inadequate to meet the requirements of the New Hanover' County
Soil Erosion and Sedimentation Control Ordinance, this office may
require revisions in the plan and its implementation to insure
compliance with the ordinance.
Recognizing the desirability of early coordination of
sedimentation and erosion control, I would like to arrange a
pre -construction conference with owner/agent, grading contractor,
engineer, and myself. Proceed with the placement of the planned
erosion control measures; these will be inspected at the
pre -construction conference. Please contact this office to set
the date of the pre -construction conference at which time you
shall be issued the grading permit. However, this permit will
not preclude any other permits or approvals necessary for
beginning or completing this development. t

Erosion control measures to be installed prior to grading:
(1) All slopes to be on 3' (run) to 1' (rise) ratio.
(2) All State drainage requirements are adhered to.
(3) Silt fence to be installed as needed and a buffer must be
maintained.
(4) Construction exit to be located where construction traffic
encounters a paved surface,(per plans).

DETENTION POND
A. The detention pond will be checked after every major
storm event to insure that the outlet structure is
working properly and is not clogged with debris.
Remove any accumulated sediment or debris. Any signs of
erosion or deterioration of the pond side slopes or any
other feature must be repaired before the next storm
event.
B. The depth of the pond will be checked every six months
to determine the depth of the permanent pool. The pond
will be cleaned out when silt deposits reduce the depth
of the permanent pool below 3 ft.
3. CERTIFICATION
The Owner will submit to the Department of Environment Health
and Natural Resources an Engineer's Certification that the
stormwater facilities were constructed in accordance with
approved plans.
