We are in receipt of the Notice of Violation, dated December 12, 2022, regarding the Sanitary
Sewer Overflow that occurred on our system on October 17, 2022, at the location of 2900 E
2nd Street.
As indicated in GUC's initial report on this event, the overflow resulted from a 24-inch sewer
force main that developed a leak from an older repair. The original repair was made during
a sewer systems upgrade project that occurred in the 1998-99 timeframe that added a 36-inch
parrallel force main to increase capacity and redundancy within the system.
GUC crews responded quickly after a public call to assess and determine that one of the two
parallel force mains were leaking coming from South Side Lift Station. Crews were able to
valve off one section of the force main to stop the leak. The spill was contained in a low lying
area in the woods next to the Greenway Walking Trail. Crews were able to setup pumps and
recover over half of the spill, which was then pumped back into the collection system through
a nearby manhole. The remainder of the liquid quickly soaked through the soil as the area
was fairly dry. No runoff occurred to surface waters. GUC crews were then able to excavate
the area of the leak to find an older repair band (20+ yrs) that failed due to corrosion of the
bolts causing the band to loosen from around the pipe. Crews were able to successfully install
a new stainless steel repair clamp with proper wrapping to protect the fasteners for a
permanent repair. Affected areas around the spill site were cleaned up and treated with
chlorine solution.

subject spill occurred due to a failure of an older underground fitting that is impossible to
visually inspect because of its physical location. Based on the measures that GUC continuously
takes to maintain and improve its system as well as using quality materials for construction and
repairs, GUC feels that this situation was out of our control and should not warrant further
action.

The self -reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Greenville Utilities Commission
indicates violations of permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1.
Violations include failing to effectively manage, maintain, and operate the subject collection system so that there is
no SSO to the land or surface waters and making an outlet to waters of the State for purposes of G.S.
143-215.1(aX1), for which a permit is required.
