Measuring65.acres,theParcelisdesignedtoprovidemitigationcreditsforunavoidableimpactsdue todevelopmentwithintheTarPamlicoRiverBasin.NCDWRrepresentativesconductedanonsite determinationforparcelapplicabilityandsuitabilityofSiteFeaturesonDecember30,2020andJanuary 5,2021.ASiteViabilityletterforBuffer&NutrientOffsetwasprovidedbytheDivisiononApril6,2021 andMay11,2021. RSbeganpreparationforrestorationoftheriparianbufferandplantedtheParcelinFebruaryof2022. TheParceliscomprisedofonetractwithhydrologicalfeaturesthatdraintoWhiteOakSwamp approximately1.2milesdownstream.WhiteOakSwampisclassifiedasCandNSWbyDWR.ClassCwaters aredesignatedforrecreationaluse,agriculture,fishingandfishconsumption,andthemaintenanceof biologicalintegrityforwildlife.TheNSWdesignationappliestosurfacewatersthatareexperiencing excessivegrowthsofmicroscopicormacroscopicvegetation. Therewerenoexistingstructuresintheprojectarea.Anexistingutilitylinerunsalongthenorthernedge ofRedHillChurchRoad.TheutilitylinesareexcludedfromthetğƩĭĻƌ͸ƭfootprint.Anadditionalfivefoot offsetwillbeappliedbetweentheutilityrightofwayandthestartoftheconservationeasement boundary. 2.2ParcelObjectives TheprimarygoalsassociatedwiththerestorationofriparianareaswithintheBankParcelfocusedon providingecologicalandwaterqualityenhancementstotheTarPamlicoRiverBasinbyrestoringthe riparianareatocreateafunctionalripariancorridor.Goalswereaccomplishedasoutlinedinthefollowing table. GoalObjective Nutrientinputwillbedecreasedbyfilteringrunofffromthe agriculturalfieldsthroughrestorednativebufferzones.Theoff Decreasenutrientlevelssitenutrientinputwillalsobeabsorbedonsitebyfiltering floodflowsthroughrestoredfloodplainareas,whereflood flowscandispersethroughnativevegetation. Sedimentfromoffsitesourceswillbecapturedbydeposition Decreasesedimentinputonrestoredfloodplainareaswherenativevegetationwillslow overlandflowvelocities. Additionally,easementpostswereplacedevery200feetalongtheParcel boundaries. 3.1RiparianAreaRestorationActivities Restorationoftheriparianareaallowsforrecolonizationandexpansionofcharacteristicspeciesacross thelandscape.TheriparianareaswererestoredaccordingtotheConsolidatedBufferMitigationRule15A NCAC02B.0295(2014).Theplantingplanfortheriparianrestorationareaincludedplanting4,0 nativebareroothardwoodsaplingsacross60.acresataParceldensityof+/600stemsperacreand livestakesforstreambankstabilizationwherenecessary.Theplantedspeciescompositionis intentionallydiverseandwhilebasedonthesecommunities,alsoaccountedforlocalobservations andnurseryavailability. Allspecieswereselectedbasedontheirabilityforsedimentstabilization,rapidgrowthrate,theabilityto withstandhydraulicforcesassociatedwithfloodevents,suitabilitytospecificsoiltypes,andParcel conditions.Treespeciesweremixedthoroughlybeforeplantingtoprovideadiverseandrandomplant acrosstheSite.Plantingdensityissettoensuresufficientdiversityanddensityofplantedstemsoutlined inRule15ANCAC02B.0295(2014)of260treesperacreattheendoffiveyears.Noonetreespecieswill begreaterthan50%oftheestablishedstems. Monitoringoftherestorationeffortswillbeperformedforfiveyearsoruntilsuccesscriteriaarefulfilled. RestorationSystemsshallsubmittoNCDWRannualmonitoringreportsnolaterthanDecember31stof eachyear.Eachreportwilldocumentthesuccessofthevegetationandanymaintenance,supplemental planting,orencroachmentwithintheeasementareas.Successcriteriawithinthebufferwillbebasedon thesurvivalofplantedspeciesatadensityof260stemsperacreafterfiveyearsofmonitoring. Year1(2022)monitoringoccurredbetweenSeptember29andOctober29,2022andresultedinan averageof479plantedstems/acreacrosstheSite.Additionally,47outofthe49individualplotsmet successcriteria(AppendixB). 5.2ParcelMaintenance IftheParceloraspecificcomponentoftheParcelfailstoachievethesuccesscriteriaoutlinedinSection 5.1,adaptivemeasureswillbedevelopedand/orappropriateremedialactionswillbeimplemented.Site maintenancewillbeperformedtocorrectanyidentifiedproblemsontheParcelthathaveahighlikelihood ofaffectingtheprojectsuccess.Suchitemsinclude,butarenotlimitedto,fire,flooding,drought,or insectsthatcauseexcesstreemortality.Anyactionsimplementedwillbedesignedtoachievethesuccess criteriaandwillincludeaworkscheduleandupdatedmonitoringcriteria.Anyparcelmaintenance performedwillbeincludedinthemonitoringreportforthatyear.Arigorousherbicideschedulemayneed tobeimplementedinthefirstfewyearsoftreeestablishmentintherestorationareastopreventthe establishmentofinvasivespeciesthatmayoutcompetetheplantednativevegetation.Theonly herbicidesusedontheParcelwillbeaquaticapprovedherbicidesthatwillbeappliedinaccordancewith NorthCarolinaDepartmentofAgriculturerulesandregulations. Theeasementboundarywillbecheckedannuallyaspartofmonitoringactivities.Easementboundary conditionsandanymaintenanceperformedwillbereportedintheannualmonitoringreportstoDWR.If mowingisdeemednecessarybytheSponsorduringthemonitoringperiod,theSponsormustreceive approvalfromDWRpriortoconductinganymowingwithinTarPamlicoBufferZones1and2toensure thatnobufferviolationshaveoccurred.
