RSbeganpreparationforrestorationoftheriparianbufferandplantedtheParcelinFebruaryof2022. TheParcelencompassesportionsoftwocontiguoustractsoflandheldbyEurekaEtheridgeFarms,LLC, andonetractoflandheldbytheHarrisfamily,whichisimmediatelyadjacenttolandtractscontaining theDeadTreePhaseABankParcel.Sitefeaturesoriginateonsite.FeaturesnorthofRedHillChurchRoad drainimmediatelytoFishingCreek,whilethesinglefeaturesouthofRed HillChurchRoaddrainstoMaple Swamp.Therewerenoexistingstructuresintheprojectarea. 2.2ParcelObjectives TheprimarygoalsassociatedwiththerestorationofriparianareaswithintheBankParcelfocusedon providingecologicalandwaterqualityenhancementstotheTarPamlicoRiverBasinbyrestoringthe riparianareatocreateafunctionalripariancorridor.Goalswereaccomplishedasoutlinedinthefollowing table. GoalObjective Nutrientinputwillbedecreasedbyfilteringrunofffromthe agriculturalfieldsthroughrestorednativebufferzones.Theoff Decreasenutrientlevelssitenutrientinputwillalsobeabsorbedonsitebyfiltering floodflowsthroughrestoredfloodplainareas,whereflood flowscandispersethroughnativevegetation. Sedimentfromoffsitesourceswillbecapturedbydeposition Decreasesedimentinputonrestoredfloodplainareaswherenativevegetationwillslow overlandflowvelocities. Additionally,easementpostswereplacedevery200feetalongtheParcel boundaries. 3.1RiparianAreaRestorationActivities Restorationoftheriparianareaallowsforrecolonizationandexpansionofcharacteristicspeciesacross thelandscape.TheriparianareaswererestoredaccordingtotheConsolidatedBufferMitigationRule15A NCAC02B.0295(2014).Theplantingplanfortheriparianrestorationareaincludedplanting800 nativebareroothardwoodsaplingsacross12acresataParceldensityof+/600stemsperacreand livestakesforstreambankstabilizationwherenecessary.Theplantedspeciescompositionis intentionallydiverseandwhilebasedonthesecommunities,alsoaccountedforlocalobservations andnurseryavailability. Allspecieswereselectedbasedontheirabilityforsedimentstabilization,rapidgrowthrate,theabilityto withstandhydraulicforcesassociatedwithfloodevents,suitabilitytospecificsoiltypes,andParcel conditions.Treespeciesweremixedthoroughlybeforeplantingtoprovideadiverseandrandomplant acrosstheSite.Plantingdensityissettoensuresufficientdiversityanddensityofplantedstemsoutlined inRule15ANCAC02B.0295(2014)of260treesperacreattheendoffiveyears.Noonetreespecieswill begreaterthan50%oftheestablishedstems. DeadTreePhaseBNutrientOffsetandBufferMitigationBankParcelPage4 MY1MonitoringReportΑDecember2022 4.0 MitigationPotential Oftheapproximately150.94acresprotectedundertheconservationeasement,124.12acresare anticipatedtoprovideNitrogenandPhosphorusNutrientOffsetCreditsequivalentto281,063.289lbs.of nitrogenoffsetcreditand18,102.649lbs.ofphosphorousoffsetcreditasdetailedintheCreditTable foundinAppendixA,Table1.Riparianarearestoration,measuredfromthetopofbankonParcelstreams andditches,willincludeatleast50'fromthetopsofbanksandwillextendoutwardamaximumof200' fromtopsofbanksandwillgenerateNutrientOffsetCreditsthatarenottransferabletoRiparianBuffer CreditpertheapprovedUBI.NitrogenandPhosphorousoffsetcreditswillbegeneratedfromtheproject andshownonseparateledgers. 5.0 MonitoringProtocol&SuccessCriteria 5.1MonitoringProtocol RestorationmonitoringproceduresforvegetationateachPhasewillmonitorplantsurvivalandspecies diversity.Quantitativesamplingwillincludeonehundredandfive(105)permanent10x10meter vegetationplotsasoutlinedinthe/{\[ĻǝĻƌЊЋtƩƚƷƚĭƚƌŅƚƩwĻĭƚƩķźƓŭĻŭĻƷğƷźƚƓͲĻƩƭźƚƓЍ͵Ћ(Leeetal. 2008)andwilloccurnoearlierthanFallofeachyear(Figures2AB,AppendixA).Vegetationplot placementwilladequatelyrepresentriparianbuffercreditandnutrientoffsetcreditareas.Areference photowillbetakenfromtheoriginpointofeachplot.Allplantedstemsintheplotswillbemarkedwith flaggingtapeandrecorded.Datacollectedwillincludespecies,height,plantingtype(plantedstemand/or volunteer).Totalandplantedstemdensitybyplotandspecieswillbereportedduringmonitoringyears 05(Table5,AppendixB).Individualandaveragestemheightdatawillbereportedduringmonitoring years35.Monitoringoftherestorationeffortswillbeperformedforfiveyearsoruntilsuccesscriteria arefulfilled.RestorationSystemsshallsubmittoNCDWRannualmonitoringreportsnolaterthan December31stofeachyear.Eachreportwilldocumentthesuccessofthevegetationandany maintenance,supplementalplanting,orencroachmentwithintheeasementareas.Successcriteriawithin thebufferwillbebasedonthesurvivalofplantedspeciesatadensityof260stemsperacreafterfive yearsofmonitoring. Year1(2022)monitoringoccurredonOctober431,2022,resultinginanaverageof449planted stems/acreacrosstheSite.Additionally,99outofthe105individualplotsmetsuccesscriteria(Appendix B). 5.2ParcelMaintenance IftheParceloraspecificcomponentoftheParcelfailstoachievethesuccesscriteriaoutlinedinSection 5.1,adaptivemeasureswillbedevelopedand/orappropriateremedialactionswillbeimplemented.Site maintenancewillbeperformedtocorrectanyidentifiedproblemsontheParcelthathaveahighlikelihood ofaffectingtheprojectsuccess.Suchitemsinclude,butarenotlimitedto,fire,flooding,drought,or insectsthatcauseexcesstreemortality.Anyactionsimplementedwillbedesignedtoachievethesuccess criteriaandwillincludeaworkscheduleandupdatedmonitoringcriteria.Anyparcelmaintenance performedwillbeincludedinthemonitoringreportforthatyear.Arigorousherbicideschedulemayneed tobeimplementedinthefirstfewyearsoftreeestablishmentintherestorationareastopreventthe establishmentofinvasivespeciesthatmayoutcompetetheplantednativevegetation.Theonly herbicidesusedontheParcelwillbeaquaticapprovedherbicidesthatwillbeappliedinaccordancewith NorthCarolinaDepartmentofAgriculturerulesandregulations.
