On behalf of Sampson County Disposal, LLC (SCD) Smith Gardner, Inc. (S+G) is submitting
this Exceedance Reporting and Tier Notification following the November 2022 stormwater
monitoring event at the SCD Landfill. The site is located in Roseboro, North Carolina and is
currently permitted to discharge water from landfill related activities under Certificate of
Coverage Number NCG120054, General Permit Number NCG120000 (Permit) issued July 1,
2022.
Currently, the facility is required to monitor discharge at six (6) Stormwater Discharge
Outfall (SDO) locations summarized in Table 1, below. As you are aware, the Request for
Representative Outfall Status was granted to SCD by the North Carolina Department of
Environmental Quality (NCDEQ), Division of Energy, Minerals and Land Resources (DEMLR).
As required the Permit, notification of the date and value of each parameter exceedance and
change in tier status shall be submitted to NCDEQ-DEMLR within two weeks of rec.eiving
sampling results. Sampling was conducted at SCD on November 30, 2022, the results of
which were received December 7, 2022. Based on the results of this sampling event, SDO 1/2
and SDO 10 measured exceedances for the following parameters (full analytical lab report
is attached):
• SDO 1/2:
o Fecal Coliform = 3,800 cfu/100 mL
o TSS = 137 mg/L
• SDO 10:
o Fecal Coliform = 5,600 cfu/100 mL
Based on these results, tiered response actions are required. Following the November 30,
2022 sampling event, the tier status of each outfall at SCD is summarized in Table 1.
