Adam,
I have reviewed the application you have submitted to DWR. The application you submitted indicates that you
submitted it "for the record only', however based on the information provided, it appears that the project will require
written approval from DWR. We can change the current application and send a request for payment of our application
fee but please note that we will not consider the application complete nor begin our official review until the application
fee is paid. Given the holiday schedules, you will likely not receive the request or fee payment until after 1/3/2023.
Upon a very brief review, I noted the following issues with the documents you have submitted so far:
• Based on the stream determination letter I issued in September of 2021, ALL stream channels within the project
limits are subject to the Jordan Lake Riparian Buffers, however the plans you submitted do not show buffers on
one of the small channels.
• Buffer impacts within this project will require written authorization (they are not exempt as indicated on the
PCN form). The Town of Kernersville is delegated to review and approve buffer impacts. You will need to
provide documentation of their review and approval before I can issue a 401.
• You indicate that concentrated stormwater will not be created as a result of the project. Please provide
roadway plan sheets that indicate how stormwater from the road will be collected and transported. If the
roadway will have curb and gutter, please show all outlet locations on the plans
• You'll need to provide a plan and profile of the culvert. The plans should also show dewatering impacts and any
riprap outlet protection proposed within the stream channel.
Once the application fee has been paid, I strongly recommend that you send me the above information as soon as
possible to aid in my review. I may have additional questions/concerns once I conduct a full review and/or when I
review additional documents you submit in response to this email.
I'm copying David Bailey with the US Army Corps of Engineers as I believe he is the project manager reviewing this
application for them. It is best if you forward any responses or additional information to both of us moving forward.
