ROGERS, JR. Director Daniel R. Bass 4121 Murphy School Road Durham, NC 27705 Mr. Bass, NORTH CAROLINA Environmental Quality December 21, 2022 Subject: Compliance Evaluation Inspection Permit # WQ0006897 Facility: 4121 Murphy Scholl Rd. SFR Orange County On December 13, 2022, Jim Westcott from the Raleigh Regional Office visited your Single- family residence wastewater treatment and spray irrigation system and met with Daniel Bass to evaluate compliance with the subject permit. The facility is permitted for the operation .00024 (MGD) wastewater treatment and irrigation facility consisting of a .15-acre of spray irrigation area and all associated piping, valves, controls, and appurtenances with no discharge of wastes to surface waters. Division records indicate the required annual fee for the period ending January 31, 2023, due February 2, 2022, has been paid. Findings during the inspection were as follows: 1. Treatment system Operation: The wastewater treatment system shall be effectively maintained and always operated so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. Pumping the septic tank: You are required to inspect the septic tank at least yearly to determine if solids must be removed or if other maintenance is necessary. Septic tanks should be pumped out every five years or when the solids level is found to be more than 1/3 of the liquid depth in the septic tank compartment, whichever is greater. A pumping company can check the status periodically and determine when pumping is required. The non -discharge permit requires the permittee to retain records associated with residuals disposal for a period of 5 years. At the time of inspection, the permittee stated that the tank was scheduled to be cleaned by 12/15 as a requirement of transfer of sale of the property. A receipt will be sent to the office verifying cleaning and inspection of the septic and effluent pump tanks. 3. Disinfection: Your system uses a chlorine tablet disinfection unit for disinfection of wastewater. The chlorine disinfection system provides effective disinfection and reduces harmful bacteria from entering the environment. The chlorine feeder should be checked weekly to ensure proper disinfection of the wastewater prior to spray irrigation. Additional tablets were required at the time of inspection. Proper chlorine tablets were on site as required. 4. Proper Operation and Maintenance: The system shall be inspected monthly to make certain of the proper operation of the spray and irrigation system and that the sol is assimilating the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem. At the time of inspection, the spray irrigation system was in operation and in good working order. The spray field vegetative cover was in good condition and the perimeter fencing was secured with proper signage. Please continue to periodically inspect and evaluate the wastewater spray irrigation system components are properly maintained and operating as designed. Maintain all associated operational records onsite for a period of five years as required by the subject permit. If you have questions or comments about this inspection or the requirements to take corrective action (if applicable), then please contact Jim Westcott at james.westcott@ncdenr.gov or 919-791-4247.
