PROJECT NARRATIVE
Located in Union County east of the intersection of S Providence Road and Cuthbertson Road is the proposed Encore
at Streamside single-family subdivision development. The existing site consists of heavily wooded areas as well as
open agricultural fields. Proposed development on this site will consist of the construction of single-family homes and
amenity center along with the associated roads and sidewalks, utility improvements, and three stormwater control
measures.
The proposed development is located within the Catawba River basin with stormwater runoff from the proposed
development draining into East Fork Twelvemile Creek as well as a small portion of the site draining to West Fork
Twelvemile Creek. Ultimately all runoff combines into Twelvemile Creek at the western property boundary. This
development is located within Union County and as a result the proposed stormwater management on this site shall
meet both Union County's Development Standards as well as the stormwater management performance standards
for development set forth by NCDEQ's Phase II Post -Construction SW requirements. These are as follows:

3. Post -development stormwater discharge rates at the property boundary of an approved cluster development may
not exceed the pre -development rate for the 2- and 25-year storm events. This regulation does not apply if
discharging directly into a FEMA-regulated floodplain.
This project is exempt from this requirement as each facility discharges directly into a FEMA-regulated floodplain. As
a result stormwater detention is not required. Stormwater quality is required and is per the state performance
standards.
In order to meet the water quality requirements, three wet ponds are proposed. The existing pond on -site will serve
as an amenity and is not proposed to be used for either stormwater quantity or quality control. This report serves as
he stormwater impact analysis for the proposed development and includes design calculations for these facilities.
During a resubmitted minor modification to the subdivision, the High Density Deed Restrictions form was updated to
reflect that the BUA per lot is calculated within the lot lines. The BUA between the front lot line and the edge of
pavement is included as part of the site BUA. Under this calculation method, per coordination with the NCDEQ, it will
be the responsibility of the HOA (not the homeowner) to address, should a lot owner build BUA in front of their
house but within the ROW.
