Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The property was used as a summer camp until the current owners purchased it in 2019. The site is largely forested, with several cleared acres in the north -central portion of the site near the center of the former camp. Recent development has included renovations to the pond dam, improving roads and constructing several structures. The Thompson River flows west to east through the property and several unnamed tributaries (UTs) join the river within the property boundaries. One of the UTs was dammed several decades ago to create the pond, and the project will focus on this UT from the pond outlet to the confluence with the river. 4b. Explain the purpose of the proposed project:* The purpose of the project is to restore the dimension, pattern and profile of the tributary from the pond outlet to its confluence with the Thompson River. The current channel lacks definition through the floodplain between the pond and the river, and the goal is to create a dynamically stable stream over the roughly 625 linear -foot (LF) project reach. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project will involve constructing roughly 450 LF of new stream channel from the pond dam outlet downstream to an existing stream channel that was identified as S-6. The restored stream will flow roughly along the current S-6 alignment over the downstream 175 LF to its confluence with the river. Construction will include grading the channel bed and banks, installing in -stream structures (boulder steps and constructed riffles), removing a 36-inch culvert and replacing it with a bank - spanning structure (bridge or bottomless culvert). Conventional earthwork equipment such as track -mounted excavators will be used to perform the grading. A pump -around flow diversion can be used if necessary, but the new pond outlet configuration will allow for diversion of baseflow around the work area via a secondary outlet upstream of the project reach. 5. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The design makes use of natural channel design techniques to create riffle and pool sequences along the project reach, similar to what would be expected for a stream in the area. Native riparian grasses, sedges and shrubs will be planted in the stabilized bank areas. The in -stream structures will provide grade control to minimize the potential for longitudinal bed erosion. The proposed road crossing near the middle of the reach has been sized to span the channel with at least 20 percent greater span than the bankfull width. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Equipment will operate from the top of bank as much as practical. When equipment needs to enter the stream, base flow will be diverted around the work area if not already diverted at the pond. Work will be staged such that no more stream bank is disturbed than can be stabilized by the end of that workday. Fueling will be performed at least 100 feet from the stream, and materials staging and stockpiling will be kept outside of the 25-foot trout buffer. 2. The reference reach survey included two cross sections and a longitudinal profile. The reference reach is somewhat steeper than the project reach (3 percent versus 2.3 percent) but it provides on -site data regarding bankfull dimensions. The design cross sections and profile are based largely on the reference reach data, supplemented with bankfull area and discharge estimates from regional hydraulic geometry relationships. The profile design seeks to create natural riffle and pool sequences, based in part on common design ratios for pool -to -pool spacings of 3.5 to 5.0 times bankfull width. The profile includes a large plunge pool at the upstream end of the project reach, where pond discharge will cascade about five feet from a spillway to an existing concrete pad. The bed profile will be reinforced with boulder steps around this plunge pool. The proposed road crossing near station 2+65 will be a channel -spanning structure with a length equal to at least 20 percent larger than the bankfull width of 10 feet.
