DENC M-73 Cardinal to NC State Pipeline Project, Wake County, North Carolina
HDR Engineering, Inc. (HDR), on behalf of Dominion Energy North Carolina (DENC), is submitting a Pre -
Construction Notification (PCN) solely for the record for unavoidable impacts to surface waterbodies and
regulated riparian buffers related to the proposed DENC M-73 Cardinal to NC State Pipeline Project
(Project).
HDR has calculated impacts for the PCN package and determined that impacts to surface waters comply
with the non -notifying conditions of the U.S. Army Corps of Engineers (USACE) Nationwide Permit 12 and
the USACE Wilmington District's Regional Conditions. These impacts also comply with the thresholds and
circumstances listed eligible for coverage under the North Carolina Division of Water Resources (NCDWR)
General Certification Coverage (GC 4244) and activity -specific conditions. Unavoidable impacts to regulated
riparian buffers are "Deemed Allowable" according to the Neuse River Basin Buffer Rules (15 NCAC
02B.0714) Table of Uses.
The proposed Project will involve the installation of a new 12-inch-diameter, steel, high-pressure gas
pipeline that will improve system reliability to the growing populations of southern and central Wake
County. This will allow more flexibility for supplying Liquified Natural Gas (LNG) to customers during times
of peak use and decrease the need for demand -related service interruptions.
The new pipeline will be approximately 10.6 miles (55,968 linear feet) in length with tie-ins at the Cardinal
Pipeline, NC State power generation facility, and a new pressure regulating station located along Centennial
Parkway in Raleigh, North Carolina. The route will use public right-of-way and will be co -located with other
utilities within the public right-of-way. Private property will mainly be utilized in select areas for temporary
work space.
The pipeline will be constructed via open cut and trenchless horizontal directional drilling (HDD) methods.
The portions of pipeline to be installed via HDD are expected to be installed beneath Interstate 40 (1-40)
and existing surface water features; specifically, Swift Creek, Yates Mill Pond, and Walnut Creek. Construction
is expected to begin in March 2023 and be completed by December 2023.
HDR and DENC participated in a virtual pre -application meeting with USACE and NCDWR representatives
on July 15, 2022, to discuss the proposed Project activities and notification requirements. The Project was
designed to avoid and minimize impacts to aquatic resources and regulated riparian buffers, and comply
with specific permit conditions.
We request that you review the electronic PCN package and provide written concurrence that the proposed
Project activities comply with the non -notifying conditions of the USACE's Nationwide Permitting Program,
are eligible for coverage under NCDWR's General Certification (GC 4244), and will not require an Individual
401 Water Quality Certification. Lastly, please confirm that impacts to regulated riparian buffers are Deemed
Allowable without authorization based on the Neuse River Basin Buffer Rules (15 NCAC 0213.0714) Table of
Uses.
