Reference: Online Project Review Request, DENC M-73 Cardinal to NC State Pipeline Project, Wake
County, North Carolina
HDR Engineering, Inc. (HDR), on behalf of Dominion Energy North Carolina (DENC), has reviewed the
DENC M-73 Cardinal to NC State Pipeline Project (Project) using the U.S. Fish and Wildlife Service (USFWS)
North Carolina Field Office's online project review process and has followed all guidance and instructions
in completing the review. HDR completed this review on March 21, 2022 and is submitting the project
review package in accordance with the instructions for further review.
DENC's proposed action consists of: The Project will involve installation of 12.1 miles of new 12-inch-
diameter, high-pressure steel transmission gas main pipeline, a new take -off station from the Cardinal
Pipeline, and new regulator station in the vicinity of N.C. State University (Figures 1 and 2). The purpose of
the Project is to increase capacity and improve system reliability to southern (area of growth) and central
(downtown Raleigh) Wake County. The Project will also increase flexibility in the usage of Liquified Natural
Gas (LNG) during peak usage and decrease the need to interrupt customer service during peak usage.
Several portions of the pipeline will be installed using horizontal directional drilling (HDD) methods; the
pipeline is expected to be installed beneath Interstate 40 (1-40) and existing surface water features,
specifically, Swift Creek and Yates Mill Pond (Figure 3).
The location of the Project and the Action Area are identified on the enclosed maps. The Action Area
encompasses approximately 173 acres varying between 800 feet to 50 feet wide extending from the Town
of Fuquay-Varina northward to the City of Raleigh along Lake Wheeler Road to Centennial Parkway in
Wake County (35.647031°,-78.722400' to 35.775768°,-78.671327°). GIS shapefiles of the Project
boundary and approximate HDD locations are included in this transmittal.
The Project is expected to be completed: Construction is expected to begin in January 2023 and
completed by December 2023.
This Project review is needed for obtaining the necessary Clean Water Act Section 404 permit authorized
by the U.S. Army Corps of Engineers and a 401 Water Quality Certification and Buffer Authorization
authorized by North Carolina Division of Water Resources (NCDWR).
The enclosed Project Review Package, which includes the USFWS Official Species List and the NC Natural
Heritage Program (NCNHP) report (NCNHDE-17178), provides information about the listed species and
critical habitat near the Project. Species conclusions tables are also included in the package, which identify
determinations for the resources that may be affected by the Project.
