Reg. 42,210 [July 13, 2020]), please consider this email and attached supporting information as our request for a pre -filing meeting with NC DEQ-DWR in connection with the Dominion Energy North Carolina (DENC) M73- Cardinal to NC State University Pipeline Project. Project Description The proposed project corridor will extend from the Town of Fuquay-Varina to the City of Raleigh along Lake Wheeler Road to Centennial Parkway in Wake County. This area is primarily composed of maintained right-of-way, forested land, residential area, farmland, and urbanized development (Figures 1 and 2). The proposed Project will involve installation of a new 12-inch- diameter, steel high-pressure gas pipeline that will improve system reliability to the growing populations of southern and central Wake County. The new pipeline will be approximately 10.6 miles (55,968 linear feet) in length with tie-ins at the Cardinal Pipeline, NC State power generation facility, and a new pressure regulating station located along Centennial Parkway in Raleigh, NC. The proposed pipeline will improve system reliability to the growing populations of southern and central Wake County. This will allow for more flexibility for Liquified Natural Gas (LNG) during times of peak use and will decrease the need to interrupt large customers during peak usage. Design and permitting is expected to be finished by end of 2022 and construction to begin in January 2023. Construction of the pipeline will utilize trenchless, open cut, and horizontal directional drilling (HDD) methods. The portions of pipeline to be installed via HDD are expected to be beneath Dominion Energy South Carolina � Dominion 220Operation Way, VICC221 Energy Cayce, SC 29033 Interstate 40 and existing surface water features, specifically, Swift Creek and an unnamed tributary to Swift Creek downstream of Yates Mill Pond (Figure 3). Between February 16 — 18, 2022 and follow up survey on April 7, 2022, HDR biologists surveyed the Study Area for the presence of wetlands and jurisdictional waters of the U.S. regulated under Section 404 of the Clean Water Act. On -site reconnaissance identified 16jurisdictional streams and 14jurisdictional wetlands within the proposed route. The assessment was completed as part of HDR's initial Project site evaluation to identify key environmental resources to be considered for permitting and/or design. Project review consultation letters have been submitted to the U.S. Fish and Wildlife to comply with Section 7 of the Endangered Species Act and to the N.C. State Historic Preservation Office to comply with Section 106 of the National Historic Preservation Act. As of date, agency responses have not been received.
