We are working with Coats North America on a remedial action plan for cleanup of hazardous
substances at the above site. The focus of the remedial action plan is a former bum area. Remedial action
under our program requires that the remediating party investigate all known and suspected releases of
hazardous substances. Aside from the former bum area, the only other area where hazardous substances
have been detected is in monitoring wells surrounding the units permitted by your programs. This
memorandum is just to provide you this historic data as your agency is the lead on addressing any
hazardous substance issues in relation to the permitted lagoons.
Coats North America has indicated that there were problems with the construction of the original
wells around the lagoons and the wells were replaced in 1993. I believe the predecessor to your division
may have even penalized the well contractor. Below I outline the data we have of monitoring wells
exceeding the 15A NCAC 2L standards. You will note this is all pre -1993 data with the exception of the
chloroform detections. However, since there was no subsequent monitoring of these wells for metals, we
do not know whether these contaminants are still present. If these wells were improperly constructed,
these low levels of metals may be false detections due to turbidity. Coats North America has indicated
they believe the chloroform detections are due to their disinfection of the lagoons with sodium
hypochlorite.
