FollowUS70Sfor15.8milesthentakearightontoW.NobleSteetandcontinueonthisroutefor1.4 miles.TurnleftontoS.PollackStreet,after1.0mileturnrightontoW.AndersonStreet.TheParcelis located2.4 milesdowntheroadontheleft(35°ЌЊ͸Њ͵ЍББ͸͸N,78°ЊЍ͸ЎЋ͵Џ͸͸W). 1.5ProjectDesign Approximately16.27acresareprotectedinaconservationeasement.TheParcelwillgenerate7.02 acresofNeuseriparianbuffercredits.Additionally,theParcelwillgenerate6.86acresofnutrientoffset credits,whichcreates15,591.88poundsofnitrogencredits.CreditgenerationisshowninFigure3.The revegetationplanfortheParcelincludedplantingofbareroottrees,controllinginvasivespeciesgrowth, andtheapplicationofanativepollinatorfriendlyseedmix.BareroottreesselectedfortheParcelwere nativebottomlandhardwoodspeciestypicalforCoastalPlaincommunitiesasdefinedbySchafale (2012).AdjacentforestedareaswerealsousedasareferencefortheParcel.Treespeciesselectedfor plantingontheParcelaswellassizespecifications,plantingdensity,andplantcompositionaredetailed inTable2. Ifvegetativesuccesscriteriaarenotachievedbasedonacreagedensitycalculationsfromcombined monitoringplotsovertheentirerestorationarea,orifaninspectionofabufferrestorationsiteindicates thatportionsoftheParceldonothavesufficientstemdensitiesorareotherwisedeficient, supplementalplantingshallbeperformedwithtreespeciesapprovedbyNCDWR.Supplemental plantingshallbeperformedasneededuntilvegetativesuccesscriteriaaremet.Noquantitative measurementsofherbassemblageswillberequiredtomeetthevegetativesuccesscriteria. 2.2DescriptionofSpeciesandMonitoringProtocol ThequantityofmonitoringplotswasdeterminedinaccordancewiththeCarolinaVegetativeSampling (CVS)Protocol(LevelII)suchthatatleast2percentoftheplantedareaisencompassedinmonitoring plots.Atotalof12plots(10metersby10meters)wereestablishedwithinthecreditgenerationarea. PVCpipewasusedtomarkthefourcornersoftheplots.MonitoringplotlocationsareshowninFigure 4.GPSpointsweretakenateachofthecorners.Areferencephotowastakenfromthesouthwest cornerofeachplot(AppendixD).Allplantedstemswithintheplotsweremarkedwithflaggingtapeand recorded.Totalnumbersoftreespeciesplantedwithinthemonitoringplotsaswellasplantingdensity andplantcompositionaredetailedinTable4.DetailedresultsoftheMonitoringYear1stemcountare summarizedinAppendixC. The2022vegetationmonitoringresultedinanaverageplantedstemdensityof567stemsperacre,with individualplotdensitiesrangingfrom486to769stemsperacre.Bothindividualandaverageplot densitieswellexceedthefinalrequirementof260stemsperacre.Thereare20sweetgum(Liquidambar styraciflua)stemsinvegetationplot1and18invegetationplot2.Mostofthesestemsfallbetween10 50centimetersinheight.Plantedstemswithintheplotsaretypicallytaller,withanaverageheightof MoccasinCreekMitigationSite Page4 MonitoringYear2Report 121centimetersforplot1and152centimetersforplot2.Thissuggestssweetgumstemsarenot outcompetingplantedstems.Theplotswillcontinuetobeassessedtoensureplantedstemsarenot negativelyimpacted,atwhichpointaselectiveremovalwouldtakeplace. Additionally,alongtheconservationeasementinscatteredareasupstreamofUT1,sedimentthat originatesfromtheadjacentfielddepositsintheeasementcreatingpocketsoflowherbaceouscover. TheseareaswerealsoseededwithacovercropandnativeseedmixduringNovember2021andMay 2022.InFebruary2022a0.12acreencroachmentwasobservedalongthewesternsideofUT1inwhich theTownofPineLeveloversteppedtheЎЉ͸sewerlineaccesseasementwhileperformingsewerline maintenance.AletterwassenttotheTownofPineLevelonDecember9,2022,notifyingthemofthe encroachment.Disturbedboundarymarkerswerereinstalled,herbaceouscoverwasreestablished, and24bareroottreesreplanted.Treesreplantedhavebeenobservedthroughtheirfirstgrowing seasonandappeartohavesurvived.Theareawillbeobservedinfuturemonitoringyearstoensureno furtherencroachmentoccurs. ThroughouttheremainderoftheParcel,adaptivemeasureswillbedeveloped,orappropriateremedial actionswillbeimplementedintheeventtheParcel,oraspecificcomponentoftheParcelfailsto achievethesuccesscriteriaoutlinedintheBPDP.Parcelmaintenancewillbeperformedtocorrectany identifiedproblemsontheParcelthathaveahighlikelihoodofaffectingprojectsuccess.Suchitems includebutarenotlimitedto;excesstreemortalitycausedbyfire,flooding,drought,orinsects.Any actionsimplementedwillbedesignedtoachievethesuccesscriteriaandwillincludeaworkschedule andupdatedmonitoringcriteria. 2.5Conclusions Overall,vegetationisdoingwellacrosstheParcel.Eachofthe12vegetationplotsexceedsthe vegetationsuccesscriteriaof260stemsperacre.TheParcelhasanaveragestemdensityof567planted stemsperacre,withindividualplotdensitiesrangingfrom486to769stemsperacre.Anisolated occurrenceofkudzuwasnotedwithintheeasementandtreatedduringthesummerof2022butwill requirefollowuptreatmentin2023.Areasoflowherbaceouscoverwereidentifiedalongtheupstream endofMoccasinCreekandthewesternextentoftheconservationeasement.Acovercropandnative seedmixwereapplied,andtheseareaswillcontinuetobeassessedduringsubsequentmonitoring yearstoensurefurtherremedialactionisnotrequired.TheTownofPineLevelencroachedon MoccasinCreekMitigationSite Page5 MonitoringYear2Report approximately0.12acresoftheconservationeasementin2022whenperformingmaintenanceona sewerline.Thetownwasnotifiedtoensuretheyareawareoftheencroachment.Theconservation easementboundarywasremarked,herbaceouscoverreestablished,and24bareroottreeswere replantedwhichappeartohavesurvived theirfirstgrowingseason. 3.0References GuidelinesforRiparianBufferRestoration.NCDepartmentofEnvironmentandNaturalResources, EcosystemEnhancementProgram.October2004.
