Re: Monroe Bypass
Dear Mr. Johnson:
We do not feel the impact to our property has been thoroughly analyzed regarding the proposed bypass.
Issues that need to be considered:
1. Potential flooding of the stream that runs across our property: During periods of substantial
rainfall, the stream in front of our house already floods up past our lower drive-way prohibiting
entering and exiting our home. We feel that not only the construction of the road, but the run-off
from the bypass once completed, will endanger our property and also necessitate the purchase of
flood insurance for our home.
2. Our property has been surveyed at least two times over the last six months regarding the relocation
of Phifer Road and the stream that crosses in front of our house. Based on the NC DOT, the
stream will be altered differently than originally proposed, and according to what little information
has been provided to us, it appears more runoff will be dumped across our property. Both of these
recent surveys also encroach on a septic field on a rental property located in front of our house and
we have brought that to the attention of NC DOT at least twice.

3. Finally, at the meeting on January 6 at the Agricultural Center in Wingate, your staff advised that
the wetlands that would be affected in the project would be relocated. It was mentioned that these
wetlands were in the “western sector”, what about the 3+ acres belonging to our mother in the
field behind our property?
We contacted the Army Corp of Engineers on November 29, 2010 by letter regarding our concerns with
flooding and were advised we did not have any issues with our property. But based on the periods of heavy
rains and the proposed recent changes to Phifer Road, we are not convinced.
We are requesting your office contact us as soon as possible to discuss the adversary effects to our property
and livelihood, we believe, have not been considered, or have been ignored, by the NC DOT. Please feel
