Willcox & Mabe Soil Solutions, PLLC (WMSS) is submitting the enclosed Additional
Information Response for the referenced permit application for Orange Water and Sewer
Authority (OWASA) Distribution of Class A Residuals Program. Please accept this letter
and the attachments as response to the referenced items within the Additional Information
Request from the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Water Resources (DWR), Non -Discharge Branch (NDB) dated December 2,
2022. WMSS is providing response to the following items with the request and response
given below:
Question G.l.i. Application (FORM: RSC 06-16), 1. Item IL3- Hazardous Waste
Determination:
• The laboratory results provided from Research & Analytical Laboratories, Inc. are
from September 14, 2020. Per Condition IV.2. of the previously issued permit,
TCLP analysis is required annually. Please provide TCLP analysis documentation
for 2022. [15A NCAC 13A .0102(b), 02T .1101, 02T .1105]
Response:
• Attached are current (2022) TCLP results to include Reactivity, Ignitability and
Corrosivity. An updated Hazardous Waste Determination Form: RSC 06-16 is also
attached.
Question G.21 Application (FORM: RSC 06-16), Item IL4-Metals Determination:
• The listed results under Item II.4.a. do not match the laboratory results provided
from Pace Analytical on August 8, 2022. Please update these values to match. [15A

that the dry weight conversions provided in the application package were
understood and were correct as originally submitted.

• The listed results under Item II.5.b. do not match the laboratory results provided

Determination:
• The calculated Five -Year Maximum Adjusted PAN values listed for Item IL5.e.
are incorrect. Please see the comment under Section K and correct these values.
Response:
• Based upon e-mail correspondence on December 19, 2022, between Mr. Zachary
Mega with NCDEQ, DWR and Mr. Rob Willcox with WMSS information was
provided to justify the calculated Five -Year Maximum Adjusted PAN.
Question J.1. Biosolids Analysis:
• A different permit number is listed here. Please correct with WQ0021828.
Response:
• A revised sludge analysis cover sheet is attached
Question J.2. Biosolids Analysis:
• How were the parameter values listed here calculated? They do not match the
laboratory results provided from Pace Analytical on August 8, 2022. I see they are
listed under a table labeled "Final Data" before the laboratory report pages begin,
but these are not certified results. Please update these values to match.
Response:
• Based upon a phone conversation on December 13, 2022, between Mr. Zachary
Mega with NCDEQ, DWR and Mr. Rob Willcox with WMSS it was discussed
that the dry weight conversions provided in the application package were
understood and were correct as originally submitted.

Question K. Residual PAN Calculation:
• All calculated values past the 1st Year PAN are incorrect. It appears that the
remaining organic PAN was calculated incorrectly throughout. For the 2nd Year,
the TKN should be 49,622 mg/kg (i.e., 81,400 mg/kg — 31, 778 mg/kg = 49, 622
mg/kg). From there the 2nd Year PAN should be 49,622 mg/kg x (0.2/2), which
would be 4,962 mg/kg. Please recalculate these values correctly and update.

• Based upon e-mail correspondence on December 19, 2022, between Mr. Zachary
Mega with NCDEQ, DWR and Mr. Rob Willcox with WMSS information was
provided to justify the calculated Five -Year Maximum Adjusted PAN.
Question M. Laboratory Reports:
• Why are the Pace Analytical results from August 8, 2022, not all in mg/kg?
Response:
• Based upon a phone conversation on December 13, 2022, between Mr. Zachary
Mega with NCDEQ, DWR and Mr. Rob Willcox with WMSS it was discussed
that the dry weight conversions provided in the application package were
understood and were correct as originally submitted.
