Item IL3- Hazardous Waste Determination: • The laboratory results provided from Research & Analytical Laboratories, Inc. are from September 14, 2020. Per Condition IV.2. of the previously issued permit, TCLP analysis is required annually. Please provide TCLP analysis documentation for 2022. [15A NCAC 13A .0102(b), 02T .1101, 02T .1105] Response: • Attached are current (2022) TCLP results to include Reactivity, Ignitability and Corrosivity. An updated Hazardous Waste Determination Form: RSC 06-16 is also attached. Please see the comment under Section K and correct these values. Response: • Based upon e-mail correspondence on December 19, 2022, between Mr. Zachary Mega with NCDEQ, DWR and Mr. Rob Willcox with WMSS information was provided to justify the calculated Five -Year Maximum Adjusted PAN. Question J.1. Biosolids Analysis: • A different permit number is listed here. Please correct with WQ0021828. Response: • A revised sludge analysis cover sheet is attached Question J.2. Biosolids Analysis: • How were the parameter values listed here calculated? They do not match the laboratory results provided from Pace Analytical on August 8, 2022. I see they are listed under a table labeled "Final Data" before the laboratory report pages begin, but these are not certified results. Please update these values to match. Application for OWASA DCAR WMSS Project No. 15-13 Additional Information Reauest — Application No. WQ0021828 December 19. 2022 Question K. Residual PAN Calculation: • All calculated values past the 1st Year PAN are incorrect. It appears that the remaining organic PAN was calculated incorrectly throughout. For the 2nd Year, the TKN should be 49,622 mg/kg (i.e., 81,400 mg/kg — 31, 778 mg/kg = 49, 622 mg/kg). From there the 2nd Year PAN should be 49,622 mg/kg x (0.2/2), which would be 4,962 mg/kg. Please recalculate these values correctly and update. Response: • Based upon e-mail correspondence on December 19, 2022, between Mr. Zachary Mega with NCDEQ, DWR and Mr. Rob Willcox with WMSS information was provided to justify the calculated Five -Year Maximum Adjusted PAN. Question M. Laboratory Reports: • Why are the Pace Analytical results from August 8, 2022, not all in mg/kg?
