The explanation of the planned management of the Class "A" residuals from the Lower Caper Fear— Bladen Bluffs water plant (WQ0036916) and the plan to plant a summer grass for harvesting is acceptable, with the ultimate goal of planting soybeans in the future in this part of field SF09-01. I've attached a couple of documents to point oot issue's,that need to be addressed with respect to land application fields in the Smithfield land application permit. The field document is a highlighted copy of the Smithfield land application permit. As we discussed this morning, it is the expectation of the Division that the nutrients applied with the water treatment plant residuals needs to be documented on field SF09-01 and reported next year on the Smithfield annual report. As permit WQ0014868 stipulates, all sources of nutrients need to be accounted for and reported. So as I was describing this morning; the annual report for Bladen Bluffs needs to identify field SF09-01 as receiving Class "A" residuals and the Smithfield annual report needs to identify field SF09-01 receiving nutrients as well, even if the field doesn't receive Class "B" residuals during the 2017 year. The second document attached is the map of the Steve Dunham farm off of Burney Road. This application map was prepared by Becky Spearman with Bladen County Cooperative Extension (910-876-3623), along with a waste application plan for lagoon sludge from the Billy Kinlaw farm. According to co-workers at the site today, application was taking place on field SD2 — 35 acres which represents land application fields SF03-02 and SF03-03 in the Smithfield land application permit.'According to my co-worker, the land application contractor is Randy Tyndale ( 910-596-7509) and at the time of his visit to field SD2 approximately 4 to 5 tanker loads (6300 to 6500 gallons/load) had been applied. Application to field SD2 would continue the remainder of the day. Randy Tyndale wasn't sure which field they would apply to next after finishing field SD2. Steve Dunham arrived and was somewhat belligerent concerning the inquiry into land application activities on HIS farm with the hog lagoon sludge. My co-worker informed Steve Dunham that the application information needed to be forwarded to your attention for documentation on the Smithfield land application fields. Steve Dunham's response was that Roy Whitaker has been' notified and knows what is being applied to his farm. Again, as I stated in paragraph three above; even if Smithfield residuals are not applied to the Dunham farm in 2017 the annual report for the Smithfield land application program and permit WQ0014868 needs to identify the nutrients applied and as the permit further states all metals applied to the fields need to be accounted for. If we need to discuss further, please give me a call at the number below at your convenience. The area in question is a 12-13 acre section on the Musselwhite Farm. The application area is currently in a mixture of grass and weeds. ,The application rate will be providing 14 lbs. of plant available nitrogen along with some additional micro'nutrienis. The biggest benefit to the field which is a Wagram sand is the silt and clay particles in the application. The plan is to light disc the field and broadcast a summer annual grass. The eventual goal is to reestablish the field in row crop, specifically soybeans which can produce their own nitrogen. Regards, Roy Roy L. Each time EMA has land applied to this farm; the Fayetteville office receives a complaint from a homeowner across the street. The visit to the property revealed that Class "A" alum mud residuals were being land applied to a portion of field SF09- 01(field in the Class "B" permit WQ0014868),that has a sparse crop of bermuda grass (predominantly weeds or berweeda). The driver of the application tanker indicated the material was from the water plant and said that application started at the Musselwhite farm on Weds the 215t. I would image the nutrient value of the material is quite , low, but my main concern is the application rate being used. As you can see by the photos, what nutrient benefit the sparse bermuda gains from the alum mud residuals appears to be somewhat negated by the smothering of the grass it is being applied to. On another note; prior to starting the land application at the Musselwhite farm on Barker Ten Mile, did EMA land apply this same water treatment plant alum mud residual to farmland/pasture off of Burney Road in Bladen. County across from Church of God Prophecy? If so, can you provide the date or dates that land application took place. We have received a complaint letter from neighbors of the Burney, Meeker and McLamb properties across from the church and the church cemetery. If you have a minute Friday, please give me a call to discuss. This practice may be allowed as long as the second crop is to be harvested or grazed. Prior to land application of residuals containing a sodium adsorption ratio (SAR) of 10 or higher, the Permittee shall obtain and implement recommendations from at least one of the following: the local Cooperative Extension Office; the Department of Agriculture and Consumer Services; the Natural Resource Conservation Service; a North Carolina Licensed Soil Scientist; or an agronomist. The Permittee shall maintain written records of these recommendations and details of their implementation. 15. The compliance boundary for residual land application sites shall be specified in accordance with 15A NCAC 02L .0107(b). These sites were individually permitted on or after December 30, 1983; therefore, the compliance boundary is established at either 250 feet from the residual land application area, or 50 feet within the property boundary, whichever is closest to the residual land application area. An exceedance of groundwater standards at or beyond the compliance boundary is subject to remediation action according to 15A NCAC 02L .0106(d)(2) as well as enforcement actions in accordance with North Carolina General Statute 143-215.6A through 143-215.6C. Any exceedance of groundwater standards at the review boundary shall requite action in accordance with 15A NCAC 02L .0106. III. OPERATION AND MAINTENANCE REOUiREMENTS The residuals management program shall be properly maintained and operated • at all times. The program shall be effectively maintained and operated as a non -discharge system to prevent any contravention of surface water or groundwater standards. 2. Names and/or titles of personnel responsible for conducting the sampling and monitoring; ii. Detailed description of monitoring procedures including parameters to be monitored; iii. Sampling frequency and procedures fo assure that representative samples are being collected. Fluctuation in temperature, flow, and other, operating conditions can affect the quality of the residuals gathered during a particular sampling event. The sampling plan shall account for any foreseen fluctuations in residuals quality and indicate the most limiting times for residuals to meet pathogen reduction requirements (e.g. facilities that land apply multiple times per year but have an annual sampling frequency, may need to sample during winter months when pathogen reduction is most likely to be negatively affected by cold temperatures). If the land fails to assimilate the bulk residuals or the application causes the contravention of surface water or groundwater standards; i d. If the land is flooded, frozen or snow-covered, ,or is otherwise in a condition such that runoff of the residuals would occur; e. Within the 100-year flood elevation, unless the bulk residuals are injected or incorporated within a 24-hour period following a residuals land application event; f.
