Eadus cc Kyle Barnes, USACE TFP, LLC file Additional Avoidance and Minimization Discussion by Tonic: Parking Parking is not proposed underneath the structure due to the increased risk of fire (mandatory sprinkler requirement from NC Fire Code) and we planned to locate cisterns underneath the building to assist with stormwater management (see below for more detail) In addition, the topography of the site (ridge with swale) along with County height restriction of 35 feet further limits the height of the building In order to gain a third story use we will need to keep the foundation as low as possible which will also limit use as a parking area Stormwater Currituck County requires that any site capture the 5 7 inch storm In addition, we will need to provide for the NC DENR stormwater requirements that deal more with water quality and treatment Stormwater on this site as proposed will require both the use of available uplands (Please note *'available uplands usage limited by Heritage Tree locations and on -site wastewater as shown on attached site plan) for creation of a constructed wetlands and the use of water chambers (cisterns) underneath the building Based on our preliminary layouts, we will require the ability to store roughly 4,805 cubic feet of water (we are assuming that Grass Pave or similar semi - permeable drive area be used and we can receive a 40% to 60% credit — depending on the amount of washed stone used as base) The State stormwater requirement will include the retention and treatment of approximately 1,200 cubic feet of stormwater We anticipate storing nearly 27,000 gallons of water underneath the building in cisterns (sized with appropriate aperture) Wastewater The proposed wastewater option for this site is currently on -site treatment and disposal A site plan showing the required on site wastewater option was attached in the Individual Permit Plan request and is attached again here for convenience Negotiations for tapping on to a central wastewater system are on- going, however, no agreements have been realized Heritage Trees The proposed Fill Plan shows the location of several "Heritage Trees" These trees are required to be protected if at all possible by County Ordinance This plan preserves Live Oak heritage trees as shown Given the size and age of the trees and importance to the Community of Corolla Village, there is no desire to remove these trees under any scenario By definition, maples, sweet gums etc are not heritage trees By pushing the development into the Section 404 Wetlands of the site, we are avoided destruction of Heritage Live Oak trees and preserved the character of Corolla Village Public Seating /Pocket Park During the County re- zoning process a request was made that an area be set aside for a public seating area (benches etc ) or other amenity to further connect Corolla Village for use by pedestrians (tourists) This area is shown on the attached plan Summary For all of the reasons detailed above, the site plan as proposed represents an attempt to satisfy the numerous and various environmental and zoning regulations involved with this site, while maintaining a balance with all of the developer's needs and County interests for Corolla Village The proposed fill footprint incorporates parking, stormwater, wastewater, heritage tree protection and public park requirements In addition, this proposal includes slopes that can be vegetated and maintained without the need of constructing retaining walls.
