Outfall is for storm drain #011 and discharges rainwater from the east side of the dewatering facility gutters. 36.445620-78.976348W 2.2 - NARRATIVE DESCRIPTION Wastewater enters the plant and is treated in process tanks using physical, chemical and biological processes. The treated effluent is then discharged into Marlowe's Creek and is regulated by NPDES Permit #NC0021024. Flow thru the tanks is accomplished by gravity and tank elevations are such that the tanks can not overflow. The one exception is the Sludge Digesters. Waste sludge generated by the treatment process is pumped to these tanks for further processing. Once the digesters are full, the sludge is either pumped to an onsite dewatering facility or pumped into the sludge drying lagoons. Ultimately, the sludge will be land applied to farmland. Since the flow through the wastewater plant is all gravity, there is little to no possibility that wastewater will overflow the wastewater treatment tanks. Waste activated sludge is pumped to the digester and there is potential for these tanks to overflow. A high level alarm is installed in each of these tanks in addition to a sight gauge on the exterior side of the tanks. Filling of the digesters are closely monitored by plant operators during the wasting events. The observation manhole for the decanting of the digesters has a high level alarm installed in the event the decant line becomes plugged. The drain line for the drying lagoons is piped into the aeration basins. The drain trough at the end of the drying lagoons will contain about 50,000 gallons before overflowing in the event drain line was to stop up. This trough is checked on a daily basis when the drying lagoons are in use. Sodium hypochlorite (Two 1150 gallon tanks filled to a maximum level of 400 gallons each) are located in a newly repurposed chemical building. Filling of the sodium hypochlorite tanks is accomplished by pumping from totes located on a delivery truck through a spill protected fill station on the outside of the building. Before the transfer, a storm drain gate is closed at the storm drain ( # 002 ). During the transfer, both the delivery driver and a plant operator are in attendance. In the event of a spill during the fill process the transfer pump will be cut off and the chemical discharge valve on the end of the hose should be cut off to prevent the discharge of chemicals to the storm drain Calcium Thiosulfate, (2-330gallons maximum) is used as the de -chlorinating agent at the Roxboro W WTP. Approximately 660 gallons will be stored in double lined totes inside the de -chlorination pump building. Inside spills should they occur would drain toward the sump pit in front of the screening / grit area and be pumped into the plant influent. Before the transfer, a storm drain gate is closed on the storm drain (4002). During chemical delivery, both the delivery driver and a plant operator are in attendance. In the event of a spill during delivery the transfer pump will be cut off and the chemical discharge valve on the end of the hose should be cut off to prevent the discharge of chemicals to the storm drain. A sludge dewatering facility has been constructed at the W WTP and uses polymer in its process. Polymer is delivered by truck in 255 to 330 gallon totes and unloaded in an area where storm drains are protected and moved into the building where they will be placed on spill prevention pallets. Maintenance oils are stored under a shelter located at Pump Station #1 and do not meet the thresholds established in Section B. of the general permit. The containers are on a secondary containment device. Fuel is stored, in minimum quantities, in a secondary containment type fuel tank. When this tank is filled, both a plant operator and delivery driver are in attendance. Fuel tank is located in an area protected from stormdrains. The wastewater plant accepts delivery of hauled septic waste. The septic tanks wastes are discharged into the plant influent in a designated unloading area. This area is bermed and sloped to a sump which pumps into the plant influent line. There will be a spill control mat provided and hanging nearby to place over the storm drain # 001, and a bucket of sand to put around the mat to help seal the mat off in case of a spill. The City's Public Utilities sewer vacuum truck unloads in a contained area inside the drying bed. Operators are instructed to make sure the truck is in the proper position to keep the contents from spilling outside the designated area. There have been no significant spills at the wastewater treatment plant. One minor spill occurred in 2010 and was contained sand and pumped back to the aeration basin using a small sump pump. It was estimated to be less than one gallon. Certification that the stormwater outfalls have been evaluated for the presence of non-stormwater discharges is located in Appendix C. The Roxboro W WTP is in the process of being upgraded. The treatment plant process is and will continue to be a gravity system and includes the addition of a new Oxidation Ditch. New storm drains are noted on the attached drawing with and Appendix B offering a description of each and its location. Note: With the POTW upgrade Outfall 12 was moved. (see drawing) 3.3 - BW SUMMARY (Best Management Practices) Stormwater runoff is either from the paved areas or the plant grounds. The paved areas are cleaned using the City's sweeper truck and/or plant personnel using brooms/blowers on an "as needed" basis. This BMP removes possible contaminants and prevents them from entering the stormwater system. The plant grounds are kept cleaned and properly maintained with all the areas being grassed to control erosion. If spills occur, they will be promptly contained and cleaned up. See Attachment Good Housekeeping: Housekeeping duties are discussed daily. Each shift has assigned housekeeping duties that they are responsible for and the plant has 24-hour coverage. Preventive Maintenance: Daily inspections of the plant site and inside of buildings are conducted by the Maintenance Mechanic each workday. The plant has 24-hour coverage by shift operators who can request maintenance as needed. Dumpsters are emptied once a week or as needed. Inspections: Each shift has assigned duties and routine checks are made by operations. Daily plant operations logs are filled out and on file. Spill Prevention Response: Staff has been trained in spill response, including tracing non -storm water discharges. Sediment and Erosion Control: Grass or gravel have been placed throughout the plant/ silt fences and or straw bales will be used in areas where the ground has been disturbed. Decanting the digester / Centrifuge centrate There are two manholes located outside the digester that decant from the digester and centrifuge centrate flow through, the second manhole was tapped and line was ran from the manhole approximately 15ft. into the north aeration basin. This line was added as a secondary protection to the stormwater drains in that area to keep these manholes from overflowing in the event of a line blockage. Roxboro WWTP Stormwater Permit NO.
