Dear Mr. Davidson:
I am writing regarding the fecal coliform permit limit noncompliance on June 14,
2022. As Pactiv Evergreen's 5-day notification letter explains, the fecal coliform
incidents are directly related to Canton influent, which is treated at the Canton
Mill wastewater treatment plant. The Town of Canton has a temporary
disinfection system in place at this time while a permanent system is designed
and installed. Pactiv Evergreen operators check chlorine residuals hourly. There
are times that this temporary system cannot provide adequate disinfection, as
evidenced by a lack of chlorine residual in their waste flow.
In an effort to ensure that this exceedance does not reoccur, the Mill has
completed the following steps:
1) The MiII's WWTP operators are monitoring the Town's disinfectant addition
(Sodium Hypochlorite) on a 24-hr basis (Le. the Mill is monitoring the free
chlorine residual on the town's influent sample on hourly basis).
2) The Mill has Increased the free chlorine residual target on Canton's influent
from 4 ppm to 10 ppm. The Mill and Canton are also working together to
ensure sufficient quantity of sodium hypochiorite is readily available in.
chemical totes at the site, including spare totes provided by the Town.
3) Canton notified the Mill that a contract has been awarded to the Town for
the construction of the bulk disinfection addition. This project has not been
completed as of this date

Canton discovered in August 2022 that a large leg of the sewer system that serves
many; commercial businesses, a school, and many residences was not being
disinfected prior to discharge into the••Mill's WWTP. The Town has responded by
putting another temporary disinfection system iri place at the pump station that
serves this leg of their system. The Mill will continue to collaborate with Town
officials to design and install a permanent,. automated disinfection process, to
allow for adequate residence time, and effective disinfection.
The Mill will update the Division of Water Resources with any future
developments (including, once known by the Mill, the timeline for completion of
construction of bulk disinfection addition).
