We have reviewed your submission and offer the following comments. We apologize for the delay in our response. We are unable to accurately assess impacts to historic properties within the Area of Potential Effect. Please provided detailed design plans that specifically show the work to be performed adjacent to the National Register -listed Quaker Meadows (BK0010) Plantation on St. Marys Church Road. A final determination will be made once we have received the requested documentation. The area of potential effects (APE) for the proposed sewer line construction is in a high probability area for cultural resources due to its topographic and hydrological setting near the intersection of the Catawba River with several tributaries. Eight archaeological sites have been recorded in the vicinity of the sewer line corridor, and two of these sites (31BK174 and 31BK148) overlap with the project APE. We recommend that a comprehensive archaeological survey be conducted by an experienced archaeologist prior to the initiation of any ground disturbing activities within the proposed sewer line corridor. The purpose of the survey is to identify any new archaeological sites that may exist in the APE and evaluate their eligibility for listing in the National Register of Historic Places (NRHP). For the two historic properties that have already been identified, additional archaeological testing will be necessary to determine what adverse effects the undertaking may cause and develop recommendations for avoiding, minimizing, or mitigating potential effects. Site 31BK174 is a precontact Native American village site that may contain intact cultural features below the level of plowing and other more recent disturbance. The site was not fully delineated in a previous survey and needs to be relocated and assessed for NRHP eligibility through test excavations. Site 31BK148 has been determined eligible for listing in the NRHP and includes archaeological contexts associated with the 18th and 19th century McDowell House and Quaker Meadows Plantation. This work should be conducted by an archaeologist who meets the Secretary of the Interior 's Professional Qualification Standards. A list of archaeological consultants who have conducted or expressed an interest in contract work in North Carolina is available at https://archaeology.ncdcr.gov/archaeological-consultant- list. The archaeologists listed, or any other qualified archaeologist, may be contracted to conduct the recommended survey. Please note that the entire APE does not require the same survey methodology, and our office requests consultation with the Office of State Archaeology Review Archaeologist to discuss appropriate field methodologies prior to the archaeological investigation.
