Dear Ms. Boggs and Mr. Johnson,
The Bost Rd Sewer Improvements project consists of an approximately 40 foot wide, 7,000-foot
long corridor beginning at the N. Green Street and St. Mary's Church Road intersection and runs
east/northeast to the Catawba Meadows Dr. and Sanford Dr. intersection in Burke County, North
Carolina (Figure 1, Attachment A). On behalf of the City of Morganton, Merrick & Company has
subcontracted Carolina Wetland Services, Inc. (CWS) to provide Section 404/401/10 permitting
services for this project. An executed Agent Authorization Form is included in Attachment A.
On behalf of the City of Morganton, CWS is submitting a Pre -Construction Notification (PCN)
pursuant to Nationwide Permit No. 58 to the U.S. Army Corps of Engineers and Water Quality
Certification No. 4276 to the North Carolina Division of Environmental Quality (NCDEQ) for
proposed impacts to jurisdictional waters of the U.S. associated with sewerline installation.
A Preliminary Jurisdictional Determination Request was submitted on November 21, 2022
(SAW-2022-00637).
A copy of the PCN application is being provided to the North Carolina Division of Environmental
Quality (NCDEQ) with a credit card payment of $240 for the 401 Water Quality Certification
approval fee.
