On June 11, 2008, the Division of Water Quality (Division) received your request for an adjustment to the daily sewage flow design rates. This adjustment would apply to all Franklin County Public Utilities permitted but not yet tributary connections and all future connections tributary to this facility (with the exception of permits whose flows are tributary to the collection systems of Franklinton and Youngsville) in accordance with 15A NCAC 02T .0114(f). A flow adjustment to 250 gallons per day per residential dwelling was requested. The Division's Raleigh Regional Office reviewed the information provided by you and additional information provided by your consultant to the Raleigh Regional Office dated June 26 and June 27, 2008. in accordance with 15A NCAC 02T .0114(f)(2), the Raleigh Regional Office has evaluated all the submitted data and considered other factors including weather conditions during the data period of calendar year 2007, DMR monitoring data for this facility and an analysis of flow reduction data for other facilities comparable to the Franklin County WWTP and collection system. Based on the data submitted, the Division hereby approves the use by Franklin County Public Utilities for the collection system described in Permit No. WQCS00179, and the treatment plant described'in Permit No. NCO069311, an adjusted daily sewage design flow rate of 260 gallons per day per single-family dwelling, effective immediately. This now reduction shall be applicable to existing permits with flows not yet tributary to the Franklin County collection system and all future permits issued to Franklin County Public Utilities. This flow reduction SHALL NOT APPLY to sewer extension permits issued to or tributary to the collection systems of the towns of Youngsville and Franklinton in Franklin County. In granting this flow reduction, please be advised that the Division will not reissue any outstanding permits made prior to this flow reduction request. if reissued permits are desired, a permit modification request with the appropriate fee must be submitted for each permit to be so modified. The new FTSE that you submitted and the one that originally submitted show vastly different values for the downstream Legacy Pump Station. The originally -submitted FTSE showed a total firm capacity of 42,080 GPD and available capacity of 2,330 GPD The resubmitted FTSE showed a total firm capacity of 532,000 GPD and available capacity of 133,200 GPD Please explain this discrepancy. The resubmitted FTSE is the correct numbers. The previously submitted FTSE used numbers from another application mistakenly. 2. Also, a permit number was not provided for the downstream Legacy Pump Station on the recent FTSE. We have issued several sewer extension permits for the Legacy development over the last 4+ years. Does one of those permits include The Legacy Pump Station? I'm thinking it may be WQ0039497, but that application showed a Firm Capacity of 0.525 MGD, which is slightly different than what was shown on this recent FTSE (0.532 MGD). Correct on the permit number. The 0.525 MGD is correct for the design flow ... the previous was the number of the actual math to determine the pump sizing. Jason T. Robinson, P.E. On the Flow Tracking /Acceptance Form (FTSE 04 16), a pump station is listed in Item II named "On -Site". Does this pump station have a another identifying name, and a permit number? LEGACY Pump Station (Permit # 39497) 2. Also for that downstream pump station, Column B of the FTSE form shows a current daily flow of .0145 MGD. Column C shows no obligated (paper flow), and Column E shows a current available capacity of 0,00233. So it appears that the current available capacity (.002 MGD) isn't enough capacity to handle the additional 0.027 MGD that is proposed for this project. Please address this concern. 3. The application that was submitted was an older version (4-16). There is a newer version that should be submitted for future submittals (06-21). Since we didn't catch it when it first came in, and it's taken us a while to start review, we'll accept the older version this time. 4. Instruction F of the application requires that the USGS Top map show the components of the project (gravity line, PS & FM). Please make sure to include this on future submittals.
