Dear Mr. Krauss:
I received a letter dated March 28, 2005 from Mr. Clark Wright, Jr. of Ward and Davis Attorneys
at Law, which submits in behalf of BRMSD a request to change the present status of, permit issuance for
sewer line extensions.
In brief, in my letter of December 8,2004 to BRMSD a notice was given that no additional sewer
extensions would be approved by this office because the capacity of the wastewater treatment system
was called into question. The capacity of the wastewater treatment system was questioned when, the
wastewater flow at the plant plus the existing permitted wastewater flow that is not yet tributary to the
system, exceeded the permitted design capacity.
By this letter I will again recommend the approval of sewer line extension requests for BRMSD;
with the following conditions.
• BRMSD shall begin monitoring all wastewater flow added to the system to include taps,
expanded dwellings as well as main line sewer extensions. The monitoring shall be maintained in
a tabular form and submitted to my attention in the Washington Regional Office monthly. The
monitoring of all connections to the system shall begin retroactively January 1, 2005.
• For the purpose of this letter the total of allowable additional flow is set at 70,000 gallons/day;
which includes taps expanded dwellings and sewer line extensions.
• Mr. Skip Lee of the Pamlico County Inspection Department shall in some writing form verify the
accuracy of the monthly monitoring reports.
