Jim - I apologize for not getting this out to you last week. The BRMSD
is currently at > 80% of their capacity (82% actual flow).
Additionally, they have allocated greater than 100% of their capacity
with their outstanding commitments that they have made. We have told
them that we are not going to issue any more permits to connect
additional flow (letter dated 12/8/04). Per our conversations with Mr.
Krauss, the prison has not contacted them about their needs. They are
currently working on a project that would add an additional 125,000
gallons, but this is being permitted for the Gum Thicket Development
project. It is my understanding that the developer is pursuing the
permit, paying for the wastewater improvements (a separate plant that
BRMSD will be managing) and the capacity is all allocated to that
development. Based on a recent site visit, we have significant
additional concerns as to whether they are properly operating the
facility or if it is hydraulically overloaded, either of which is a
problem that must be addressed. We are working with BRMSD to correct
their operating protocol. Once they get the site back into shape, we
will be able to make a better determination of whether the site is
already hydraulically overloaded.
Al Hodge and David May are both intimately involved with the issues at
this facility and can provide you more detail if you should need it.
