Inspection Summary:
Inspection was in response to permit renewal. Pennco manufactures water treatment and wastewater treatment chemicals.
Ferric sulfate is the main product produced and is used for water treatment. Iron ore is imported from Sweeden and Norway
and is stored onsite in the manufacturing area. All processing areas onsite take place within a concrete berm. The iron ore
is stored on a pad within the bermed area. The iron ore is mixed sulfuric acid and water to make a liquid. the liquid material
is piped into a reactor and mixed with oxygen to make the feric sulfate. The feric sulfate is used at water treatment facilities
to take the solids out of water.
The secondary product manufactured at the facility is ferrous sulfate. Ferrous sulfate is made by combining water, metal and
the ferric sulfate and sulfuric acid. Ferrous sulfate is used to treat the smell in wastewater. The metal used in the process
comes from scrap metal/metal shavings that are generated during the manufacturing of train wheels. The metal scraps are
stockpiled on a concrete pad at the eastern exterior of the site. The concrete pad is not bermed, but it is slanted inwards
towards a drain. The drain is piped into the concrete bermed area that surrounds the processing/manufacturing area of the
facility. Stormwater was observed pooling around the drain. A connex container is stored at the rear of the scrap metal
stockpile area and acts as a wall at the back of the concrete pad. All stormwater that collects within the concrete berm that
surrounds the processing areas is collected and used within the manufacturing process. There are also smaller concrete
berms surrounding onsite tanks (like the sulfuric acid tanks). This water is also collected and reused in the manufacturing
processes.
A railway is present at the southern edge of the facility. The facility recieves flouride from the rail cars. The flouride is
transferred into tanker trucks and transported to water treatment facilities. No fouride is stored onsite. The area that is used
to park the trucks and to load flouride into the trucks is sloped towards the concrete berm. The area surrounding the
processing facility was gravel parking lot. It did appear that some iron ore may be tracked out of the containment area.
The facility is able to manufacture about 35 loads of product a day. The finished products are all in liquid form.
There were several hydrogen peroxide totes stored at the rear of teh facility. Only one was observed to be in secondary
containment. The hydrogen peroxide containers should be stored in secondary containment until they are removed from the
site.
The facility has one outfall located in the southeastern corner of the site. The Plant Manager tests pH at the outfall during
every rain event. Rain records were available showing several years of sampling. Quarterly sampling has also taken place
per permit requirements. The outfall mainly drains stormwater runnoff from the rail way and gravel parking lot The water was
slightly turbid from some bare clay soil near the rail road.
Several dumpsters were observed onsite. One had a tarp as a cover. There is a dumpster located within the bermed area
and is under cover. This dumpster collects byproducts from the processing. This byproduct is taken to the landfill.
Empty totes are stored at the rear of the spare parts warehouse building at the front of the facility.
One diesel tank is stored onsite and the tank is double walled.
The facility SWPPP was available onsite, but has not been updated in over a year. The SWPPP will need to be updated
when the new permit is issued.
