The Pretreatment Program Info Database prepared by the Division indicates that the summary report is due on 12/31/2022. The NPDES permitted flow limit is currently 1.33 MGD and there is currently one SIU. Therefore, Pembroke's pretreatment program was designated a modified program and continues to fall below the thresholds established in 15A NCAC 02H .0904 (b). Nonetheless, Pembroke continues to monitor for Industrial Dischargers that might adversely affect the performance of the POTW. There is only one user that discharges more than 25,000 gallons of process water per day that also contributes to more than 5% of allowable headworks loading (Steven Charles - already has an IUP); and no users that meet a national categorical pretreatment standard. For those reasons, Pembroke continues to look for facilities that might have a reasonable potential for adversely affecting the POTW's operation. The most important indicators of adverse effects on POTW operation are measurements of permit limit parameters. Whenever NPDES discharge parameters near permitted limits, the operator investigates potential causes. Thus far,the discharge from Steven Roberts is the only one the operator has been able to pinpoint as a source of trouble. Town staff keeps the POTW operator informed of new, large water users and new sewer permit requests. The POTW operator periodically reviews this information to see if a short form survey should be sent. Thus far, no surveys have been sent based on water bills or sewer permit requests. PHONE (910) 521-9758 • FAX (910) 521-0472 On July 5,2022,the Town requested that the NC Pretreatment staff send the most recent pages from the North Carolina Manufacturers Register. That same day, Kristin Litzenberger sent the page for Pembroke with three listings. The POTW operator also reviewed the Chamber of Commerce roster for Pembroke and extracted potential candidates for consideration. Between the two sources fifteen potential candidates were identified (see attached IWS Checklist) for further investigation. Of those candidates, one (Steven Charles—included on both lists) already had an IUP and four were excluded. They were: • Prospect Slaughter Pen—Not in WWTP service area • Lumbee Fish Market—Domestic Flow Only • Designer Woodwork—Domestic Flow Only • Southern States Co-Op—Domestic Flow Only The remaining ten were sent short form surveys. Potential adverse effects from the candidates are: • Bo's Food Store—FOG;BOD • Piggly Wiggly—FOG;BOD • Pembroke Quick Lube—FOG • Ransom's Performance—FOG; TSS • Pretty and Clean Cleaning Services—TSS;Chemicals • Food Lion—FOG;BOD • Walmart Supercenter—FOG;BOD • Carquest Auto Parts-B Man Services, Inc. —FOG • Brayboy's Laundromat—Chemicals • City Cleaners—Chemicals When the short-form surveys from these 10 candidates are returned, the results will be evaluated to determine if long-form surveys need to be sent. Results from long-form surveys will determine if the facilities are Significant Industrial Users requiring a permit. We will continue to nduct IWS activities in accordance with State regulations.
