Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached final NPDES discharge permit. This permit is issued pursuant
to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this permit
shall be final and binding.
Please take notice that this permit is not transferable. This permit does not affect the legal requirements
to obtain other permits which may be required by the Division of Water Quality or permits required by the
Division of Land Resources, Coastal Area Management Act, or any other Federal or Local governmental
permits which may be required.

In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful standards

This permit shall become effective April 1, 2011.
This permit and authorization to discharge shall expire at midnight on March 31, 2016.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
Tweetsie Railroad, Incorporated is hereby authorized to:
1. Continue to operate an existing 0.070 MGD wastewater treatment system with the following
components:
• Bar screen
• Diversion box
• Dual train aeration basins
• Dual equalization tanks
• Dual two -chamber clarifiers
• Chlorine contact chamber
• Tertiary filter unit w/mudwell chamber
• Dechlorination
• Flow meter
• Re -aeration
• Emergency generator
The facility is located northeast of Blowing Rock at Tweetsie Railroad (300 Tweetsie Railroad
Lane, Blowing Rock) in Watauga County.
2. Upon receipt of an Authorization to Construct from the Construction Grants and Loans Section,
operate a wastewater treatment plant not to exceed 0.175 MGD.
3. Discharge from said treatment works at the location specified on the attached map into the Middle
Fork of the South Fork New River, currently classified WS-IV-Trout + waters in subbasin 05-07-01
of the New River Basin.

Hi Maureen:
No real comments on either of these.
Parkway (67016) is essentially a new plant, very well run. DMR numbers are nearly always compliant. Squeaky clean
sand filter system.
Tweetsie (32131) is a dual train plant but they only run one side at this time. Also very well and conscientiously run.
Older plant, but well cared for.
I have no objections to the renewal of these permits, though it would be great if Tweetsie went to UV upon permit
expansion since they do discharge to WS-IV-Trout+ waters.

Management Plan to be a part of our renewal application:
Tweetsie Railroad currently uses two vendors to pump and haul wasted
sludge and for emergency spill response. All waste is disposed of at the
Boone, NC municipal wastewater treatment plant. The vendors are:

Enclosed is our NPDES Application Form D application for renewal of the Tweetsie
Railroad Wastewater Treatment Facility permit. This plant is located in Watauga County and
discharges into the Middle Fork New River.
Tweetsie Railroad requests a dialog with DWQ regarding amendment of the permit's
existing discharge limits. Our hope is to better understand the procedure for establishing
limits and stream loading allocations, with the goal of agreeing upon sustainable and
reasonable discharge limits.
Our current monthly discharge limits are 5 Mg/L BOD, 10 Mg/L TSS, and 2 Mg/L
NH3. These numbers represent the best available package plant tertiary filter technology, and
we have been successful reaching these numbers. However, as with all treatment facilities,
we can encounter unforeseen problems. Generally, permits are flexible by allowing for daily
maximum limits. Our daily maximum numbers are 7.5 Mg/L BOD, 15 Mg/L TSS, and 10
Mg/L NH3. We believe these numbers are unduly restrictive in their limits, and request that
they be re-evaluated. The difference between a BOD of 5 or 7.5 is barely allowance for even
a minor malfunction. Our TSS limit of 10 Mg/L is so low that allowances have to be made
for windblown trash, and even intrusion of pollen from nearby trees.
Tweetsie Railroad takes great pride in the operation of our treatment plant, and our
concern for the New River. I believe your records will show a history of professional
operation and exemplary regulatory compliance. Our customers and our local community
avidly fish in the river, and picnic alongside it. The river is considered an asset to our park,
and Tweetsie Railroad has agreed with Watauga County to construct a greenway alongside
the New River by the end of 2012.
We respectfully request that the Division of Water Quality will consider these factors
as our renewal permit is reviewed, and consent to reasonably modify the permitted discharge
limits. We welcome the opportunity to meet with Division staff if you have any questions.

Tweetsie Railroad is a theme park and entertainment center with 25 full-time year-round
employees, and 200 seasonal employees (May through October), and an average of 1,600 patrons
on each day of operation. The company is planning an expansion to include lodging, retail,
dining and other entertainment functions. This expansion will expand the usage to year-round
versus the current seasonal usage, with a significantly greater number of employees and patrons.

9. Describe the treatment system
List all installed components, including capacities, provide design removal for BOD, TSS, nitrogen and
phosphorus. If the space provided is not sufficient, attach the description of the treatment system in a
separate sheet of paper.
The system currently consists of a bar screen entrance (2" X 3/8" opening at a 45 degree
incline) continuing to a two-way diversion box, dual train aeration basins (12' X 45.5' X
14' = 57,177 gallons each, or 35,000 GPD each). Each aeration basin is complete with
equalization tank (11' X 11' X 12') and a two -chamber clarifier (10' X 11" 12') each).
After primary and secondary treatment, a chlorine contact basin and tertiary filter unit
(23.25' X 10' X 12'; 12" sand and 8" anthracite), including mudwell chamber, is used to
achieve the lower effluent limits established for this site. Finally, a dechlorination
chamber (8' X 6' X 9') is employed to remove excess chlorine and the treated water is
then discharged. The wastewater plant is supplemented by an emergency generator
(480v, 3-phase, 60 cycle, four wire system capable of producing 40kW) and has an on -site
electrical control enclosure.
Designed removal of BOD for conventional extended aeration system is approximately
75-95% (Metcalf and Eddie Inc., 1991). Total nitrogen removal is approximately 5-10%

For privately owned treatment systems treating 100% domestic wastewaters <1.0 MGD
for conventional primary treatment, 10-30 % for secondary treatment and 20-40 % for
processes which include tertiary treatment such as filtration. Overall phosphorus
removal is approximately 10-20 % for primary treatment, 10-25 % for secondary
treatment and 20-50 % for processes which include tertiary filtration systems.
Suspended solids effluent for typical activated sludge systems with tertiary filtration
such as this are expected to be 4-6 mg/1 .
Proposed System Expansion
The current system will be mirrored by adding three process trains similar to the existing
trains to expand total capacity to 175,000 gpd. The permitted volumetric flow requested
is 169,250 gpd. Please see Attachments 5 and 7 of the orginal permit show the
breakdown of the estimated flow rates for Phases I -III. The added process trains should be
of similar size and elevation to allow for the same flow and residence time in each
process train. During periods of low flow, this technique provides the operational
flexibility to shut down individual trains to maintain the uniform and consistent flow
rates necessary for optimal treatment. For example, the existing dual train will be
mirrored so that five lanes will exist (12' X 45.5' X14' = 57,177 gallons each or 35,000
GPD each). These additional aeration basins will have the same pneumatic demands
(aeration) and hydrodynamics yielding similar flow rates for each basin. Each additional
basin will have the same equalization tank (11' X 11' X 12') and a two chamber clarifier
(10' X 11' X 12' each).
Similarly, an equalization basin is to be considered as an addition to the head of the flow
splitters to establish system stability and equilibrium by avoiding spikes in the flow rate
seen by process train which can create unpredictable behavior within the system. The
design of this equalization basin will be in accordance with 15A NCAC 02T .0908. As
such, the basin will be aerated and have a volume of no less than 25% of the expected
daily flow. For a flow of 169,250 gpd the equalization basin should have a volume no less
than 42,313 gallons.
Additionally, the flow diverter will have to be modified to split five ways as opposed to
using the current weir system. Observation of the bar screen under heavy use in July,
2006 showed only minimal flow, indicating expanded flow would not create the necessity
for alteration in this section of the plant. Increased debris removal may dictate a
mechanical sweep for the screen if indicated by further design investigation.
