Hi Holley
Attached are revised site plan drawings and impact table for Richlands Forest. The drawings
include the following revisions.
• The site plan now includes an additional crossing into Phase 2 of the development
(Impact D) and shows the proposed lot layout for Phase 2.
• Underdrains have been added to Crossings B & C to maintain a hydrologic connection
to wetlands on either side. These underdrains are 4" perforated pipes. This is a flat site
with little to no hydraulic flow. The underdrain design allows water to pass through the
perforated pipe and will mimic the wetland hydrology more closely than a single pipe.
Additionally, placing larger pipes under these roads would require raising the roadbeds,
which would result in additional wetland impacts.
• The engineer reduced the width of Crossings A & B (road shoulders reduced from 8' to
6') and removed the riprap at Crossing A2 (determined not to be needed), which reduced
wetland impacts.
• The impact at Crossing C was also reduced since it was determined that no additional
impact beyond the silt fence would be needed (original plan showed 2' beyond silt fence
as being disturbed). This crossing includes both a 4" perforated pipe and a gravel layer
as the hydrologic connection. Note that this is an emergency access road only and will
be placed at grade. The placement of the underdrain is to allow water to pass through
the soils. However, during flood events, the road will be overtopped.
• Overall impacts are now 0.403 acre, which is less than what was originally proposed
(0.436 ac).
• To mitigate these impacts, the applicant proposes purchasing 0.8 acre of non -riparian
wetland credits from the Bachelors Delight Mitigation Bank.

Thanks for your comments. Yes- the applicant decided they want to move forward with
Phase 2 of the project, which will require one additional crossing. The engineer also
determined that they can narrow the other proposed crossings, so overall impacts are less
than previously proposed. I will coordinate with the engineer to get you updated plans that
also address your comment about the culverts.

The DWR has reviewed the above referenced project and the information contained in the
application lacks the information necessary to ensure that the project design has avoided and
minimized impacts to surface waters and wetlands to ensure any remaining surface waters or
wetlands, and any surface waters or wetlands downstream, continue to support existing uses
during and after project completion, in accordance 15A NCAC 02H .0506 (b)(1).
Specifically the wetlands crossings B & C have not been designed with pipes to ensure the
hydrologic connectivity of the wetlands is maintained. As proposed the road and
associated wetland fill will sever connectivity in the wetlands and therefore is not
consistent with the wetlands standards found in 15A NCAC 02B .0231.
Additionally discussions with your staff indicate the scope of the project is changing and
additional impacts may be proposed that are not presented in this permit application. The
DWR is placing the project on hold until the above requested information is
provided. Any updated impact maps and associated application documents should also be
submitted that demonstrate the full scope of work proposed. Please feel free to call or
