istorequestthesixthreleaseofcredits(Year4MonitoringComplete)forthismitigationsite.
MonitoringYear4(MY4)siteassessmentswereconductedbetweenJanuary2022andOctober2022.Overall,
theSiteisingoodconditionandfunctioningasintended.Visualassessmentswereconductedforstreamsand
ringMY4.Visualassessmentsindicatethatvegetationishealthyandontracktoattaininterim
vegetationdu
successcriteria.Manyvolunteertreespecieshavebecomeestablished,contributingtodiversityoftheSite.
Visualassessmentindicatesthatprojectstreamsarestableandwellfunctioningaquaticresources.Aminor
repairwascompletedontheouterbendofonepoolonSF4AReach4andtheareahasremainedstablesince.
Bankfulleventswererecordedonallsubjecttributaries.BankfulleventshaveoccurredonsiteduringMY1,MY2,
MY3,andMY4;therefore,thesitehasmetthestreambankfullstandardforthesevenyearmonitoringperiod.
Eachintermittentstreamhasrecordedgreaterthan30consecutivedaysofflowduringeachmonitoringyearto
date.MinorcattleencroachmentoccurredduringMY4duetoloosestrandsoffencingalonginternalcrossings
andinstancesofbrokenwirewheretreesoutsidetheeasementfellacrosstheboundary.Nopermanentdamage
resultedfromtheencroachmentandfenceshavebeenrepaired.Allculvertandfordcrossingsonsiteare
functioningasintended.
PursuanttotheUmbrellaMitigationBankingInstrumentandthesitespecificSouthForkMitigationSiteFinal
MitigationPlan,successfulcompletionofMY4activitiesanddemonstrationthatinterimperformancestandards
arebeingmetforallparcelswithinthebankgrantsfivepercent(5%)ofthemitigationƭźƷĻƭtotalstream
mitigationcreditsbeavailableforsale.Thestreambankfullstandardhasbeenmetallowingforanadditional
releaseoftenpercent(10%)ofthetotalstreamcredits.Therefore,wearerequesting647.70streamcredits
(SMUs)bereleased.

DivisionofWaterResourcesSubbasin030604.TheSiteiswithintheJordanLakewatershedwhichis
classifiedasWaterSupplyIV,andaNutrientSensitiveWater(NSW)needingadditionalnutrient
managementduetoexcessivegrowthofmicroscopicormacroscopicvegetation.
ProjectstreamsconsistofsixunnamedtributariestoSouthForkCaneCreek.SF4Aisthemaintributary
ontheSitewithUT1,UT2,UT3,UT4,andUT5flowingintoSF4A.Mitigationworkconsistedof
restoration,enhancementI,andenhancementIIon5,661linearfeet(LF)ofperennialandintermittent
streams.Riparianareaswereplantedwithnativevegetationtoimprovehabitatandecosystemfunction.
TheSouthForkMitigationSiteMitigationPlan(Wildlands,2018)wasapprovedbytheNorthCarolina
InteragencyReviewTeaminFebruary2018.SiteconstructionwascompletedbyLandMechanicDesigns,
Inc.inJuly2018andplantingactivitieswerecompletedbyBrutonNaturalSystems,Inc.inDecember
2018.BaselinemonitoringwascompletedinJanuary2019.Annualmonitoringandreportingwillbe
conductedforsevenyearswithcloseoutanticipatedin2026givensuccesscriteriaareattained.
Appendix1providesdetailedprojectactivity,history,contact,andsitebackgroundinformation.
Aconservationeasementwasrecordedonatotalof18.13acres.Theprojectisexpectedtoyield4,318
streammitigationunits.ProjectcomponentsandassetsareillustratedinFigure2andcreditallocationis
providedinTable1ofAppendix1.
1.1ProjectGoalsandObjectives
Priortoconstruction,onSitestreamsandriparianareasweredegradedduetolivestockimpacts,stream
channelization,ditching,bedandbankerosion,andlackofappropriatevegetationcommunities.
Furthermore,theSiteprovidedminimalcapacitytoimmobilizeexcessnutrientsoriginatingfrom
tendedtocontributeto
livestockwastethroughuptakeinriparianbuffervegetation.Theprojectisin
functionalupliftofonsiteanddownstreamwaterswithintheCapeFearRiverBasinbyaddressing
stressorsidentifiedintheCapeFearRiverBasinwideWaterQualityPlan(NCDWR,2005).Expected

Section2:MONITORINGYEAR4DATAASSESSMENT
Annualmonitoringandquarterlysitevisitswereconductedduringmonitoringyear4(MY4)tovisually
assesstheconditionoftheprojectandcollecthydrologydata.PerNCIRTguidelines,detailedmonitoring
andanalysisofvegetation,substrate,andchannelcrosssectionaldimensionsdidnotoccurduringMY4.
MethodologyforannualmonitoringispresentedintheMY0AnnualReport(Wildlands,2019).
2.1VegetationAssessment
VisualassessmentduringMY4indicatedthatvegetationishealthyandperformingadequatelytoattain
interimsuccesscriteriumof260plantedstemsperacreattheendofMY5andterminalsuccesscriteria
of210plantedstemsperacrewithanaverageheightoftenfeet.Manyvolunteertreespecieshave
becomeestablishedaddingtothediversityoftheSite.Alongwithasuccessfulearlysuccessionalcanopy
startingtodevelop,herbaceousvegetationisdenseandprovidingappropriatestreambankstabilization
andwildlifehabitat.
2.2VegetationAreasofConcernandManagement
InvasivespeciestreatedduringMY3haveremainedsuppressedinMY4anddidnotrequirefollowup
treatment.RingsprayswerecompetedinMarch2022alongUT2andasnecessaryalongSF4Atoensure
pasturegrassesdonotoutcompetedesirabletreespecies.TheSitewillcontinuetobeassessedandany
speciesoutcompetingplanted,anddesirablevegetationwillberemoved.
2.3StreamAssessment
DetaileddimensionalsurveyandanalysisisnotrequiredduringMY4.Visualmonitoringindicatedthat
moststreamreachesarestable,withnodepositionorerosionexceedingapproximatenaturallevels.
IsolatederosionwasnotedalongtheouterbendofapoolonSF4AReach4andwasrepairedin
September2022.
2.4StreamAreasofConcernandManagement
AnisolatedareaoferosionoccurredalongtheouterbendofapoolonSF4AReach4.Amechanical
repairtookplaceinSeptember2022whichinvolvedlightgradingandreplacementofoneofthelunker
logsfollowedbymattingandseeding.Livestakeswillbeplantedduringthewinterorspringof2023.
RefertoAppendix2forphotographsoftherepairarea.
2.5HydrologyAssessment
AttheendofMY7,fourormorebankfulleventsmusthaveoccurredinseparateyearswithinthe
restorationreaches.SF4A,UT2,andUT4eachhadmultiplebankfulleventsduringMY4.Bankfullevents
haveoccurredonsiteduringMY1,MY2,MY3,andMY4(Table11);therefore,theSitehasmetthe
streambankfullstandardforthesevenyearmonitoringperiod.Inaddition,thepresenceofbaseflow
mustbedocumentedwithinUT2andUT4foraminimumof30consecutivedaysduringanormal
precipitationyear.ResultsfromtheflowgaugeonUT4indicatedcontinuousbaseflowfor126daysand
150totaldaysofflow.AflowgaugeonUT2recordedbaseflowfor34consecutivedaysand133total
daysofflow.Whilebothflowgaugesmetcriteria,itisworthnotingthattheNationalIntegrated
DroughtInformationSystemindicatedChathamCountywasabnormallydryforpartofNovember2021,
experiencedamoderatedroughtformostofDecember2021,andwasabnormallydrythroughmuchof
January2022andonceagainduringpartofMarch2022(NOAA,2022).Theseconditionscouldhave
affectedflowonprojectstreamsandcouldexplainwhyUT2hadfewerdaysofflowthanhasbeen
recordedinpreviousmonitoringyears.Appendix5containsgraphsdisplayingbothbankfulleventsand
streamflowalongwithsummarytables.

2.6MonitoringYear4Summary
VisualassessmentindicatedthatstreamreacheswithintheSitearegeomorphicallystableand
functioningasdesignedexceptforanisolatedareaoferosionalongtheouterbendofapoolonSF4A.
ThisareawasrepairedinSeptember2022andhasremainedstablesince.Multiplebankfulleventswere
recordedonUT2,UT4,andSF4AandUT4andUT2eachhadgreaterthan30consecutivedaysofstream
flow.MinorcattleencroachmentoccurredduringMY4duetoloosestrandsoffencingalonginternal
crossingsandinstancesofbrokenwirewheretreesoutsidetheeasementfellacrosstheboundary.
FencingwasroutinelyassessedandrepairedasnecessarythroughoutMY4.Additionally,coordination
continuedwiththelandownertoensuregatesconnectedtointernalcrossingsremainedclosedwhen
notinuse.Nopermanentdamageresultedfromcattleencroachment.Furthermore,vegetationhas
becomewellestablishedacrosstheSiteandappearstobeontracktoexceedtheinterimsuccess
criteria.ScatteredpopulationsofinvasivespeciestreatedinDecember2021didnotnecessitatefollow
uptreatmentduringMY4andringsprayswerecompletedinMarch2022alongSF4AandUT2tofurther
ensureplantedstemsuccess.
