Bells Bridge Bank Parcel Credit Release — Tasks I & 2
Dear Mr. Jenkins:
On November 29,2021, the Division of Water Resources (DWR) approved a Bank Parcel
Development Package (BPDP) for the above -referenced site under the terms and conditions of the
Restoration Systems, LLC (RS) Roseneath Nutrient Offset Umbrella Banking Instrument (NOBI) to
establish a nutrient offset bank. On June 7, 2022, DWR received a recorded conservation easement
and corresponding plat for the subject site.
Additionally, on June 7, 2022, DWR received documentation from RS that the Bells Bridge site had
been planted and constructed in its entirety and monitoring plots had been installed. On July 6, 2022,
staff with DWR along with assistance from staff with RS, inspected the site and observed the
following:
1. All monitoring plots were installed.
2. RS needs to address Low vigor and sparse areas and must submit an Adaptive Management
Plan with the Year 1 Monitoring Report committing to replant all low density/unplanted
areas and provide supporting documentation, including photos showing planted stems, to
document the replant.
3. RS needs to make sure all stems are flagged in plots during the assessment of plots in Year
monitoring.
4. No conservation easement placards were installed along the easement boundary. RS is to
install easement placards along the entire easement boundary and provide photo
documentation with the submittal of the As -Built Report.
On September 20, 2022, DWR received an As -Built Report for the subject site. Items #2 and #3
above were addressed with the submittal of an Adaptive Management Plan (AMP); however, RS did
not provide a timeline on when the AMP would be fully implemented. Due to the significant replant
that is necessary to fully implement the AMP, DWR will require confirmation documenting that the
replant has been completed along with photo documentation and supporting vegetation data. This
information is required to be submitted prior to the issuance of a full credit release for Task 4

to address Item #4.
In accordance with the NOBI, signed on November 29, 2021, the following Project Milestones have
been met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and the following credits are released to sell:
• 40% of the Nitrogen nutrient offset credits (0.40 x 81,337.867 lb-N = 32,535.147 lb-N)
• 40% of the Phosphorus nutrient offset credits (0.40 x 5,238.787 lb-P = 2,095.515 lb-P)
Please note that this initial release of credits for this site reflect those provided in the draft As -Built
Report and corresponding As -Built Survey provided by RS on September 20, 2022. This As -Built
Report has not been reviewed in its entirety, but credits appear to be compliant with the As -Built
Survey. Credits will be adjusted accordingly if it is determined that the As -Built report and
corresponding survey are deficient in detail or are non -compliant during DWR review.
Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020102 of the Tar -Pamlico River Basin pursuant to 15A NCAC 02B .0703, which became
effective on April 1, 2020.
Please use the Credit Ledger Templates provided in the approved NOBI to track and report credit
availability for the Bells Bridge Nutrient Offset Bank. Upon receiving this correspondence, please
submit two (2) credit ledgers to DWR reflecting the available credits released for each mitigation
type (Nitrogen Nutrient Offset, Phosphorus Nutrient Offset).
